Professor Eastlund failure puts Americans at serious risk in the Carolinas

According to Associated Press (AP) “A hurricane watch was issued for the Carolina coast Thursday as Tropical Storm Ernesto gained strength over the Atlantic. The watch, stretching from South Carolina's Santee River to Cape Lookout in North Carolina, means hurricane conditions, with sustained winds of at least 74 mph, are possible within 12 hours.”

This new level of hurricane watch also means US Space Command has failed in its efforts to sustain its attempted down grade of hurricane Ernesto.

At this point, given the fact that Ernesto has fed on petrochemical C02 many days, its no longer clear what the storm will surcharge to, i.e. Category 1 or another Rita.

Ernesto hit Cuba on Sunday as a Category 1 hurricane, and forecasters predicted it would weaken briefly, and then rapidly regain strength before hitting Florida with winds of 74 mph to 130 mph. As Ernesto moves north it has started to surcharge and reconstitute itself as a hurricane. At present Ernesto has already reached 60mph and there hundreds of miles enrich C02 and super heat Jet stream feeding the storm system.

The official NOAA and US Space Command line was Cuba's mountainous terrain and unforeseen high-level winds caused Ernesto to lose power. It hit Florida with 45 mph winds, just 6 mph above the threshold for a tropical storm. In the end, it wasn't much worse than an ordinary August rainstorm.

But a small but growing group of forecasters are very concern that Ernesto might regain hurricane strength after moving off the Florida coast and come ashore again along the South Carolina coast, reaching North Carolina by tonight.

As US Space Command begins the final emergency approach for a military style forced soft –landing of the storm Ernesto between Charleston and Myrtle, many Northern cities are starting to understand just how near they are to becoming the next New Orleans. The US Command in a politically shocking move appears to have originally planned to steer the storm into a military wet political show landing zone the New York or Boston metropolitan regions. The new NOAA projected storm path and landing zone is in the Ohio River valley, far away from the northeast.

The US Space Command and NOAA had been able to successfully artificially down grade Ernesto to a weak tropical storm using an application of professor Eastlund of Penn State University patented artificial ionosphere heating of the storm eye wall over Florida. The Eastlund application burns the hurricane out by short-circuiting the electrical conductinivity of the storm system. According to Associate Press, Max Mayfield, director of the National Hurricane Center said “Frankly, I am surprised it (Ernesto) has not straightened ‘ as it crossed the Florida Straits. No official explanation has been offered as to why the storm weaken from 74 mph to less than 35 mph at one point over the C02 enriched Straits.

As Ernesto has started to supercharge again re-entered the Atlantic Ocean after leaving Florida. There remains a immediate dangerous given the warm temperatures and high concentrations of C02 enriched Mississippi Plume belt of toxic chemical waste that now extend north all the way to Baltimore, that Ernesto could reconstitute as a powerful hurricane alone the Rita growth model and reach southern New York. According to the New York Times…”Hurricanes are often imbedded in weak steering wind, which can lead to meandering paths. A hurricane (as in the case of Rita) can change markedly because of complex interactions among the thunder storms that swirl around the eye.” According to AP”Ernesto moving into the Atlantic Ocean” …has the” potential of gaining hurricane status before hitting George or the Carolina”.

The potential supercharging of Ernesto is based on the fact that 80 degree ocean temperatures extend all the way Baltimore, and the East United States Jet stream is already superheated with C02 enriched petrochemical waste. These conditions create the idea situation for Ernesto to reconstitute and surcharge into a killer hurricane.

According to USATODAY the Stormgfury hypothesis, which Professor Eastlund is trying to update, is based on seeding the first rain band outside the wall of clouds around the eye. The seeding would cause supercooled water to turn into ice, which releases heat. That heat would cause the clouds to grow faster, pulling in air that would otherwise reach the wall of clouds around the eye. With its supply of air cut off, the old eye wall would fade away, and a second eye wall would grow outside the first. Because it would be wider than the original eye wall, the air spiraling into it would be slower.

The “Achilles’heel” of the updated US Space Command Stormgfury seeding is that the storm modification is most cases are not sustainable. As Ernesto feeds in the C02 rich warn waters hurricane ally, their will be a dramatic surcharging event that Dr. Eastland artificial ionospheric heating can not control or modify. This appears to have been the case with the formation of Katrina and Rita last year. Katrina was in fact two storm systems that joint in the North Atlantic Ocean. The first storm system was left for dead, after US Space Command initial attacked it and cut it into parts. Professor Eastlund hands on the weather control switches?

The last large hurricane modification experiments -- under Project Stormfury -- were carried out by the U.S. Air Force, Eastlund said. "It is likely the Department of Defense would be the lead agency in any new efforts in severe storm modification."

Additionally, federal laboratories with their extensive computational modeling skills would also play a lead role in the development of a science of weather modification. NASA and the National Oceanic and Atmospheric Administration (NOAA) would find their respective niches too. The satellite diagnostic capabilities in those agencies would play a strong role, Eastlund suggested.

It appears that only modest amounts of government dollars have been spent on weather modification over the last five years.

"Hurricane Katrina could cost $300 billion by itself," Eastlund said. "In my opinion, it is time for a serious scientific effort in weather modification."

"Global warming appears to be a reality, and records could continue to fall in the hurricane severity sweepstakes," Eastlund said. "When I first suggested the use of space-based assets for the prevention of tornadoes, many people expressed their displeasure with ‘messing with Mother Nature’. I still remember hiding in the closet of our house in Houston as a tornado passed overhead. It is time for serious, controlled research, with the emphasis on safety, for the good of mankind," he concluded.

US Space Command number goal is to keep the storm out of the energy rich Gulf of Mexico at all costs and if possible turn Ernesto out to sea in the North Atlantic.

Increasing numbers of informed Americans are growing concern about the high risk nature of the US Space Command plan. Millions of Americans are being unnecessarily push a risk with little information about the seriousness of their situation.

The one-two hurricane punch from Katrina and Wilma along with predictions of more severe weather in the future has scientists pondering ways to save lives, protect property and possibly even control the weather.

While efforts to tame storms have so far been clouded by failure, some researchers aren’t willing to give up the fight. And even if changing the weather proves overly challenging, residents and disaster officials can do a better job planning and reacting.

In fact, military officials and weather modification experts could be on the verge of joining forces to better gauge, react to, and possibly nullify future hostile forces churned out by Mother Nature.
While some consider the idea farfetched, some military tacticians have already pondered ways to turn weather into a weapon.

Harbinger of things to come?

The U.S. military reaction in the wake of Hurricane Katrina that slammed the U.S. Gulf coast might be viewed as a harbinger of things to come. While in this case it was joint air and space operations to deal with after-the-fact problems, perhaps the foundation for how to fend off disastrous weather may also be forming.

Numbers of space borne assets were tapped, among them:
• Navigation and timing signals from the Global Positioning System (GPS) of satellites;
• The Global Broadcast Service, a one-way, space-based, high-capacity broadcast communication system;
• The Army’s Spectral Operations Resource Center to exploit commercial remote sensing satellite imagery and prepare high-resolution images to civilian and military responders to permit a better understanding of the devastated terrain;
• U.S. Air Force Space Command’s Space and Missile Systems Center Defense Meteorological Satellite Program (DMSP) satellites that compared "lights at night" images before and after the disaster to provide data on human activity.

Is it far-fetched to see in this response the embryonic stages of an integrated military/civilian weather reaction and control system?

Mandate to continually improve

The use of space-based equipment to assist in clean-up operations -- with a look toward future prospects -- was recently noted by General Lance Lord, Commander, Air Force Space Command at an October 20th Pacific Space Leadership Forum in Hawaii.

"We saw first hand the common need for space after the December 2004 tsunami in the Indian Ocean," Lord said. "Natural disasters don’t respect international boundaries. Space capabilities were leveraged immediately after the tsunami to help in the search and rescue effort…but what about before the disaster?"

Lord said that an even better situation is to have predicted the coming disaster and warned those in harm’s way. "No matter what your flag or where you waive it from...the possibility of saving hundreds of thousands of people is a mandate to continually improve," he advised.

The U.S. Air Force is also looking at ways to make satellites and satellite launches cheaper and also reduce the amount of time it takes to launch into space from months to weeks to days and hours, Lord said. Having that capability will increase responsiveness to international needs, he said, such as the ability to send up a satellite to help collect information and enhance communications when dealing with international disasters.

Thunderbolts on demand

What would a military strategist gain in having an "on-switch" to the weather?

Clearly, it offers the ability to degrade the effectiveness of enemy forces. That could come from flooding an opponent’s encampment or airfield to generating downright downpours that disrupt enemy troop comfort levels. On the flipside, sparking a drought that cuts off fresh water can stir up morale problems for war fighting foes.

Even fooling around with fog and clouds can deny or create concealment – whichever weather manipulation does the needed job.

In this regard, nanotechnology could be utilized to create clouds of tiny smart particles. Atmospherically buoyant, these ultra-small computer particles could navigate themselves to block optical sensors. Alternatively, they might be used to provide an atmospheric electrical potential difference -- a way to precisely aim and time lightning strikes over the enemy’s head – thereby concoct thunderbolts on demand.

Perhaps that’s too far out for some. But some blue sky thinkers have already looked into these and other scenarios in "Weather as a Force Multiplier: Owning the Weather in 2025" – a research paper written by a seven person team of military officers and presented in 1996 as part of a larger study dubbed Air Force 2025.

Global stresses

That report came with requisite disclaimers, such as the views expressed were those of the authors and didn’t reflect the official policy or position of the United States Air Force, Department of Defense, or the United States government. Furthermore, the report was flagged as containing fictional representations of future situations and scenarios.

On the other hand, Air Force 2025 was a study that complied with a directive from the chief of staff of the Air Force "to examine the concepts, capabilities, and technologies the United States will require to remain the dominant air and space force in the future."

"Current technologies that will mature over the next 30 years will offer anyone who has the necessary resources the ability to modify weather patterns and their corresponding effects, at least on the local scale," the authors of the report explained. "Current demographic, economic, and environmental trends will create global stresses that provide the impetus necessary for many countries or groups to turn this weather-modification ability into a capability."

Pulling it all together

The report on weather-altering ideas underscored the capacity to harness such power in the not too distant future.

"Assuming that in 2025 our national security strategy includes weather-modification, its use in our national military strategy will naturally follow. Besides the significant benefits an operational capability would provide, another motivation to pursue weather-modification is to deter and counter potential adversaries," the report stated. "The technology is there, waiting for us to pull it all together," the authors noted.

In 2025, the report summarized, U.S. aerospace forces can "own the weather" by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications.

"Such a capability offers the war fighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures," the report concluded.

But if whipping up weather can be part of a warfighter’s tool kit, couldn’t those talents be utilized to retarget or neutralize life, limb and property-destroying storms?

All-weather worries

"It is time to provide funds for application of the scientific method to weather modification and control," said Bernard Eastlund, chief technical officer and founder of Eastlund Scientific Enterprises Corporation in San Diego, California.

Eastland’s background is in plasma physics and commercial applications of microwave plasmas. At a lecture early this month at Penn State Lehigh Campus in Fogelsville, Pennsylvania, he outlined new concepts for electromagnetic wave interactions with the atmosphere that, among a range of jobs, could be applied to weather modification research.

"The technology of artificial ionospheric heating could be as important for weather modification research as accelerators have been for particle physics," Eastlund explained.

In September, Eastland filed a patent on a way to create artificial ionized plasma patterns with megawatts of power using inexpensive microwave power sources. This all-weather technique, he noted, can be used to heat specific regions of the atmosphere.

Eastlund’s research is tuned to artificial generation of acoustic and gravitational waves in the atmosphere. The heating of steering winds to help shove around mesocyclones and hurricanes, as well as controlling electrical conductivity of the atmosphere is also on his investigative agenda.

Carefully tailored program plan

Eastlund said that the reduction in severity or impact of severe weather could be demonstrated as part of a carefully tailored program plan.

"In my opinion, the new technology for use of artificial plasma layers in the atmosphere: as heater elements to modify steering winds, as a modifier of electrostatic potential to influence lightning distribution, and for generation of acoustic and gravitational waves, could ultimately provide a core technology for a science of severe weather modification," Eastlund told SPACE.com.

The first experiments of a program, Eastlund emphasized, would be very small, and designed for safety. For example, a sample of air in a jet stream could be heated with a pilot experimental installation. Such experiments would utilize relatively small amounts of power, between one and ten megawatts, he pointed out.

Both ground-based and space weather diagnostic instruments could measure the effect. Computer simulations could compare these results with predicted effects. This process can be iterated until reliable information is obtained on the effects of modifying the wind.

Computer simulations of hurricanes, Eastlund continued, are designed to determine the most important wind fields in hurricane formation. Computer simulations of mesocyclones use steering wind input data to predict severe storm development.

After about 5 years of such research, and further development of weather codes, a pilot experiment to modify the steering winds of a mesocylone might be safely attempted. Such an experiment would probably require 50 to 100 megawatts, Eastlund speculated.

"I estimate this new science of weather modification will take 10 to 20 years to mature to the point where it is useful for controlling the severity and impact of severe weather systems as large as hurricanes," Eastlund explained.

Inadvertent effects?

Another reason for embarking on this new science could be to make sure inadvertent effects of existing projects, such as the heating of the ionosphere and modifications of the polar electrojet, are not having effects on weather, Eastlund stated.

As example, Eastlund pointed to the High frequency Active Auroral Research Program (HAARP). This is a major Arctic facility for upper atmospheric and solar-terrestrial research, being built on a Department of Defense-owned site near Gakona, Alaska.

Eastlund wonders if HAARP does, in fact, generate gravity waves. If so, can those waves in turn influence severe weather systems?

Started in 1990, the unclassified HAARP program is jointly managed by the U.S. Air Force Research Laboratory and the Office of Naval Research. Researchers at the site make use of a high-power ionospheric research instrument to temporarily excite a limited area of the ionosphere for scientific study, observing and measuring the excited region using a suite of devices.

The fundamental goal of research conducted at the facility is to study and understand natural phenomena occurring in the Earth’s ionosphere and near-space environment. According to the HAARP website, those scientific investigations will have major value in the design of future communication and navigation systems for both military and civilian use.

Why oil lobby and Bush fear Ernesto in Gulf of Mexico

With the world watching, ExxonMobile and other major oil companies are trying via a series of articles in major newspapers and journals to hide behind the nitrogen myth and dead zones, rather than take direct responsibility for their role in super charging the water with C02 chemical and oil waste.

In what appears to be a major public service of good will MSNBC reposted a 2004 article “Do global warming dangers lie under sea- Scientist long to test impact of extra C02 in oceans”. The article details how C02 directly contributes to warmer sea, in particular how C02 affects specific spots under water changing the chemistry (pH).

According to lab research by Yoshihisa Shirayama, a marine biologist at Kyoto University in Japan found that significant change in sea urchin development when C02 was introduced and changed pH levels which incases the temperature of the water, there by super charging passing storms. Chris Field, a Carnegie Institution global ecology researcher at Stanford University, agrees with the pH concern. Ocean chemist Peter Brewer a leading researchers how has led the struggle against the oil lobby to develop simulation modeling of under water C02 hotspots or what is mistaking called dead zones.

According to the MSNBC article, the world oceans have already absorbed 400 billion tons of C02 from fossil fuels and continue to take in 21 million tones a day. The oceans are huge carbon reservoirs, naturally holding an estimated 139,000 billion ton of C02”. No one knows what the global critical mass point is yet.

“The problem is that about 50 present of the 400 billion tons of C02 in the ocean are in the upper 200 meter. Since the average depth is 4,000 meters, we are having a large impact on the shallow surface layers where most marine life is”. In the case of the eastern United States, the oil and chemical C02 waste from the Mississippi River forms a plume that extends as a thermal belt from Texas all the way around Florida to Boston. This C02 thermal belt has made it possible for killer rains storms, heat waves and hurricanes to reach major regions like New York and Boston.

Major US oil and chemical companies dump millions of tons of C02 waste into the rivers, lakes and oceans around North America every year. They are major contributors to the creation of dead zones (under water hotspots) that super charge storms.

The EPA, US Defense Department and Homeland Security departments are stonewalling any information or connection between the ultra hot spots in the the Midwest or catastrophic class hurricane and the Mississippi chemical waters concentrating in the Florida Keys and Northern Caribbean. Both the Defense and CIA have detail scenario detailing mass-migration within the US do to rapid climate change. Whole towns are being toll by FEMA to move 10 miles in land or away from water. The oil and chemical lobbies forced critical documents reclassified and change from an environment probelm to a national security threat.

Because of this official informational blackout and misinformation campaign by the oil lobby and Bush administration, main stream media has refused to report on critical NASA information, studies and active hurricane projects that link the chemical toxins to the heighten Hurricane’s temperature in the eye of the storms. Because of the control critical public accesse of this criticcal information the general public is unable to make the critical connection between the increase intensity storms and CO2 green house effect from the chemical toxins in the water and air of Key West Florida and other chemical hot spot in North America.

Almost all scientists agree there is something up with the Gulf Stream, but differ on the what causeual affect may be. Many scientists are hiding behind oil lobby funded ruse of Worldwide Warning, rather reviewing the local critical mass conditions of the Mississippi River Plume, dead zones and other oil chemical waste dumps in order to understand the micro CO2 crisis situation in the Gulf of Mexico creating the precondition for ultra catastrophic class heat waves and hurricanes attack in the northeastern US.

The recharging and transformtion of Rita is now the case study of the storm potential of CO2 enriched waste feed mirco hot spots and regional super cell dynamics.Storm forecasters are hard pressed to explain the new category of super heat waves and storm beyond just estimating the power of storm based on the Gulf Stream temperature. Gulf people know there is something wrong with the water. Most weathermen are reduced to just stating the facts, because of the oil lobby and Bush Administration information suppression policy.Learned helpless and fear.

According to the New York Times—“William Battaglin, hydrologist at the Geological Survey, in Denver, and part of a team tracking the sources of nitrogen in the Mississippi River Basin said "we don't want to point the finger at the farmer unless we're absolutely sure. He's the one that's going to suffer."

Agriculture, researchers are quick to note, is not the only source of nitrogen in the river, which drains 31 states from Montana to New Mexico to New York, including nearly every state between the Rockies and the Appalachians. Sewage treatment waste water, industrial wastes, and atmospheric pollutants all contribute nitrogen to the Mississippi.

Caribbean heating up

According to NOAA, Aug 22, 2006 - Above normal temperatures are continuing throughout much of the Caribbean. While much lower than this time last year, we have bleaching watch status at all of our Index Sites in the Caribbean region except Sombrero Reef in the Florida Keys where a bleaching warning has been issued, and at Lee Stocking Island, Bahamas which has no stress.

NOAA Coral Reef Watch Satellite Bleaching products HotSpot and Degree Heating Week charts) for the Caribbean show that warming is present across most of the region. However, most temperatures are below the bleaching threshold (maximum monthly mean +1 degree C) and most Degree Heating Week accumulation is located off the Gulf Coast of Florida.

NOAA forecasts larger than normal'Dead Zone' for Gulf this summer
BATON ROUGE, LA, July 24, 2006 - A team of scientists from the NOAA Lab real National Centers for Coastal Ocean Science, Louisiana Universities Marine Consortium and Louisiana State University is forecasting that the "Dead Zone" off the coast of Louisiana and Texas this summer will be larger than the average size since 1990.

This NOAA supported modeling effort, led by Eugene Turner, Ph.D., of LSU, predicts this summer's "Dead Zone" will be 6,700 square miles, an area the half the size of the state of Maryland. Since 1990 the average annual hypoxia-affected area has been approximately 4,800 square miles. The forecast is based on nitrate loads from the Mississippi and Atchafalaya rivers in May and incorporates the previous year's load to the system. The U.S. Geological Survey provides the nitrogen data. NOAA funds research cruises to track development of hypoxia.

A team of scientists from NOAA's National Centers for Coastal Ocean Science, Louisiana Universities Marine Consortium, and Louisiana State University is forecasting that the “Dead Zone” off the coast of Louisiana and Texas this summer will be larger than the average size since 1990.

This NOAA supported modeling effort, led by Eugene Turner, Ph.D., of LSU, predicts this summer’s “Dead Zone” will be 6,700 square miles, an area half the size of the state of Maryland. Since 1990 the average annual hypoxia-affected area has been approximately 4,800 square miles. The forecast is based on nitrate loads from the Mississippi and Atchafalaya rivers in May and incorporates the previous year’s load to the system. The nitrogen data are provided by the U.S. Geological Survey. NOAA funds research cruises to track development of hypoxia.

The “Dead Zone” is an area in the Gulf of Mexico where seasonal oxygen levels drop too low to support most life in bottom and near-bottom waters. It is caused by a seasonal change where algal growth, stimulated by input of nutrients such as nitrogen and phosphorus from the Mississippi and Atchafalaya rivers, settles and decays in the bottom waters. The decaying algae consume oxygen faster than it can be replenished from the surface, leading to decreased levels of dissolved oxygen.

There are multiple models of the size of the hypoxic zone that are useful in evaluating the influence of nitrogen load and variations in ocean currents on the size of the “Dead Zone.” These models do not always produce similar results, and model improvement is one focus of ongoing research. Over the past four years, NOAA and its collaborators have compared two independent models. The LSU model is the most accurate model based on past performance, but it is still in the experimental stages.

Additional research for model improvement is required before this annual prediction can become an operational forecast.

"We are anticipating a larger hypoxic zone this summer because the nitrate loading this May, a critical month influencing the size of the area, is higher than last year," said Turner, explaining the NOAA forecast. "The result is that we will have some additional key information about the relative contribution of stratification and nutrient concentrations in different years which should help us better understand the causes behind this annual event."

“This prediction is an example of the ecological forecasting capabilities of NOAA and its partners,” said David Whitall, Ph.D., a NOAA scientist involved in the project. “We believe such forecasts will become important tools for coastal managers in the coming years.”

Research indicates that nearly tripling the nitrogen load into the gulf over the past 50 years has led to the heightened Gulf of Mexico hypoxia problem. The scientists say their research will improve assessments of hypoxic effects under various gulf coast oceanographic conditions.

These research, observational, and modeling studies are part of a larger NOAA sponsored effort to develop a fundamental understanding of the northern Gulf of Mexico ecosystem with a focus on the causes and effects of the hypoxic zone over the Louisiana continental shelf and the prediction of its future extent and impacts to ecologically and commercially important aquatic species.

In 2007 NOAA, an agency of the U.S. Commerce Department, celebrates 200 years of science and service to the nation. Starting with the establishment of the U.S. Coast and Geodetic Survey in 1807 by Thomas Jefferson much of America's scientific heritage is rooted in NOAA. The agency is dedicated to enhancing economic security and national safety through the prediction and research of weather and climate-related events and information service delivery for transportation, and by providing environmental stewardship of our nation's coastal and marine resources. Through the emerging Global Earth Observation System of Systems (GEOSS), NOAA is working with its federal partners and more than 60 countries to develop a global monitoring network that is as integrated as the as the planet it observes.

“It (dead zone) can stretch for 7,000 square miles off the coast of Louisiana, a vast expanse of ocean devoid of the region's usual rich bounty of fish and shrimp, its bottom littered with the remains of crabs and worms unable to flee its suffocating grasp. This is the Gulf of Mexico's "dead zone," which last summer reached the size of the state of New Jersey.

Alarmed, the White House recently commissioned six teams of scientists to begin the first large-scale study of the area, hoping for a remission or cure.
The dead zone, researchers say, is emblematic of the growing ills suffered by the planet's seas. Earlier this month, hundreds of scientists, marking 1998 as the international Year of the Ocean, warned that unless action is taken, overfishing, coastal development, and pollution will multiply the kinds of problems that already plague the gulf.

The trouble with the dead zone is that it lacks oxygen, scientists say, apparently because of pollution in the form of excess nutrients flowing into the gulf from the Mississippi River. Animals in this smothering layer of water near the bottom of the sea must flee or perish.

"You can swim and swim and not see any fish," said Dr. Nancy Rabalais, a marine scientist at Louisiana Universities Marine Consortium who has dived in the zone. "Anything that can't move out eventually dies."

While scientists have yet to measure the impact of the zone on fishing yields, fishermen say they already feel its effects as they are forced to travel ever farther to escape the zone's barren limits.

"This is a very serious issue," said Jim Giattina, director of the Gulf of Mexico Program office at the Stennis Space Center in Mississippi. Giattina said the gulf boasts an annual catch of 1.7 billion pounds of fish and shellfish, worth $26 billion. "We've seen what can happen in other places in the world," he said. "We don't want to see a collapse of this fishery."

In fact, researchers say, the problem of rising nutrient loads and accompanying decreases in oxygen, known as hypoxia, is becoming ever more common in the coastal waters of the United States.

"Hypoxia in the gulf is a dramatic case," said Dr. Don Scavia, director of the National Oceanic and Atmospheric Administration's Coastal Ocean Program and overseer of the ongoing scientific assessment, "but it's symptomatic of what's happening coastally." More than half of the estuaries in the country experience oxygen depletion during the summer, he said, and a third experience a complete loss of oxygen.

Dr. Rabalais and her team have led the research efforts to date on the dead zone, also known as the hypoxic, or low-oxygen, zone. She and others involved in the new research initiative by the White House Office of Science and Technology Policy presented their latest findings in December at a meeting of the American Geophysical Union, in San Francisco.

The scientists trace the trouble to high levels of nutrients, in particular nitrogen, that flow out of the Mississippi and into the gulf. As in other coastal areas, these rich stores of nutrients feed algal populations, which explode during the summer, producing oxygen, as all plants do. This oxygen stays near the gulf's surface. However, these blooms eventually fall to the ocean floor. When bacteria begin decomposing the dead algae, they deplete the oxygen from the ocean bottom, sometimes to the point where none is left.

At the same time, the lighter fresh water flowing in from the river forms a discrete layer on top of the heavier, salty gulf waters, keeping oxygen in the air from reaching and refreshing the hypoxic zone near the bottom of the sea.
Among the most compelling pieces of evidence are the maps researchers have made since 1985 of the hypoxic zone. Scientists measure the zone each summer, when it reaches its peak. Dr. Rabalais carries out the work along with her colleague and husband Dr. R. Eugene Turner, who is director of the Coastal Ecology Institute at Louisiana State University and who discovered the zone in 1974.

In 1993, the team witnessed a grand natural experiment as the American Midwest was deluged and the Mississippi flooded, pouring huge amounts of nutrient-rich runoff from waterlogged cities and agricultural lands into the gulf. That summer the hypoxic zone doubled in size.

In contrast, 1988 was the year of a great drought in the Midwest, Turner said, and "the hypoxic zone was almost absent," adding: "That clearly shows the influence of the river is dominant."

The team of researchers has gathered corroborative evidence from mud cores taken from the seabed of the hypoxic zone, studying algal and animal remains in the cores that are dated using radioisotopes. From these Turner and colleagues have been able to infer the relative levels of algae and oxygen in the gulf for the past 200 years. They found an increase in the amount of algae deposited, as well as a decrease in the animals that require high levels of oxygen and an increase in those that can tolerate low levels, such as microscopic, one-celled creatures known as foraminifera.

The timing of the changes, said Turner, matches well the times of known increases in nutrients in the river, with levels lowest early in the century and striking increases since the 1950s.

The timing also matches large increases in fertilizer use, suggesting farming as a key source of nitrogen in the river. In addition, a U.S. Geological Survey study estimated that more than half of the nitrogen reaching the gulf appears to come from agricultural sources.

But farm fertilizers are not the only likely culprit. A report released in December by the Senate Agriculture Committee estimated that 1.37 billion tons of manure was produced by livestock in the United States last year alone, much of it making its way to the sea.

Despite the evidence, scientists remain reluctant to blame the dead zone entirely on farmers.

"We're all fairly convinced that it's going to be agriculture that's going to have to kick in and change to some degree to make a big difference," said William Battaglin, hydrologist at the Geological Survey, in Denver, and part of a team tracking the sources of nitrogen in the Mississippi River Basin. "But we don't want to point the finger at the farmer unless we're absolutely sure. He's the one that's going to suffer."

Agriculture, researchers are quick to note, is not the only source of nitrogen in the river, which drains 31 states from Montana to New Mexico to New York, including nearly every state between the Rockies and the Appalachians. Sewage treatment waste water, industrial wastes, and atmospheric pollutants all contribute nitrogen to the Mississippi.

At the same time, difficult questions remain.

Despite the significantly decreased flow of the Mississippi since the great flood of 1993, the dead zone has grown to essentially the same size every summer. But Dr. Rabalais says there may be explanations for that. Theoretical models predicted a large dead zone in 1994, the first year after the flood, and every year since then the gulf has been hit with either floodwaters or pulses of water from the river at just the right time to boost growth of the algae, making it impossible to say with absolute certainty that the flood of 1993 caused the explosive growth of dead zone.

"I haven't had a normal year since 1994," Dr. Rabalais said. "The gulf is an uncontrolled experiment."

In addition, researchers say that while the growth of algae and the hypoxic zone appear to be controlled largely by nitrogen, complicating roles are now known to be played by silica from rocks and phosphorus from municipal waste waters and fertilizers. But their influence remains less well understood.

Another risk with increasing nutrient loads is an increase in harmful algal blooms, like those seen with Pfisteria and Pseudo-nitzschia, the algae causing amnesic shellfish poisoning, an illness that can result in permanent memory loss. Dr. Quay Dortch, an oceanographer at the Louisiana Universities Marine Consortium, said she has already found blooms of toxic Pseudo-nitzschia in the gulf.

"These are the highest concentrations of this organism registered anywhere," Dr. Dortch said of the Pseudo-nitzschia found in the plume of the Mississippi. She said they reach their peak when the river's flow into the gulf peaks. To her surprise, there has been no documented harm so far to humans from these blooms, leaving Pseudo-nitzschia in the gulf "a potential threat."

Though researchers agree that cutting the levels of nutrients in the river is the way to tame the hypoxic zone, the best method to do so remains unclear.
For example, Scavia said, though much of the nitrogen appears to be coming from the middle Mississippi, a region including Illinois and parts of Iowa, that region may not be the best one to try to control first. "It's pretty far from the gulf," he said. "It may be more appropriate and feasible to control lesser loads in other places."

Until researchers know more, Scavia and others say they are working to find changes that benefit farmers and the gulf. For example, Giattina said, farmers could turn riverside land into wetland reserves, receiving compensation at the same time that they create a buffer that reduces the nutrient load draining out of the area. Such federal and state programs to protect riverside land are now being considered in a number of areas that have water quality problems linked to agriculture.

In the meantime, each summer brings on a new dead zone that blots out vast stretches of ocean, driving away fish, shrimp, and the people searching for them.

Cynthia Sarthou, campaign director for the Gulf Restoration Network, in New Orleans, said: "If there was a dead zone 6 to 7,000 square miles in the middle of Iowa, people would sit up and take notice. This is a problem that needs to be solved."

Tekimit Gilbert, the operations chief of a United Nations mine removal team, told reports in Tyre 170 cluster bomb cluster strikes in south Lebanon. It's a huge problem. There are obvious dangers with people, children, cars. People are tripping over these things.

Fox news showed M26 rockets being launched by a Israeli Army unit, one after the other, disappearing in the night toward targets in southren Lebanon. Using the UN reported 170 cluster bomb strikes in south Lebanon over 3 million bomblets were discharged by Irsaeli forces over a area the size of central New Jersey.

Fox New nor CNN has to date said anything about the Human Rights Watch reports of massive destruction and lost of human life caused Israel fired artillery-fired cluster munitions in populated areas of Lebanon. Nothing was said about M26 rockets planned use against the 600 trapped Hezhollah positions in southren Lebanon now trapped and surrounded by Israeli forces armed with M26 missiles.

According to the New York Times, the Israeli military has fired artillery rounds from the disputed territory of Shabaa Farms to the Lebanese village of Shabaa. Deadly GPS Israeli M26 armed units in Shabaa Farms are positioned to attack Hezbollah resupply lines in southern Syira.

The New York Times, CNN nor Fox News are saying anything about the potential political impact of using such a deadly weapon system as the M26 in a war in southren Syria and the over all peace process or Hezhollah's military reaction.

Saudi oil fields easy target for Iran missiles if attacked by United States

The myth of the New York Times Case for attack on Iran

One of the critical aspects of any an attack on Iran that to date has not been explained to the American public, apart from the national debate is how would the United States protect Saudi and other oil rich states infrastructure from a massive Iranian missile attack. The Saudi antimissile shield is designed to protect military assets not oil infrastructure. Iran has the missile power to turn Saudi oil infrastructure into what Hezbollah turned north Israeli cities.

There is little the US, China or Israel can do if Iran fired thousands of missiles at Saudi oil infrastructure.

Middle Eastern writers, political analysts and thinkers being featured on North America TV and newspapers but refused to share is basic fact of political life in the Middle East.

An Iranian supported terrorist attack on the US homeland, Iranian attack on US forces in Iraqi or Iranian attack on Saudi oil infrastructure or a massive Hezbollah missile attack from northern Lebanon on southern Israeli cities would prove the necessary political cover for US led forces to immediately take out Iran nuclear and missile infrastructure with in 24 hours. Any of the above scenarios would allow the White House act. The problem is not military problem, it’s a political problem.

The problem for the US oil lobby and Bush Administration is that short of one of the above scenarios cases the political critical mass necessary to support an Iran is not developed yet. American political culture requires that just as long as there is no immediate perception of an Iranian threat to American national security or strategic assets Bush must try sanctions. Lacking even the perception of a real Iranian threat, the Bush administration is forced to try a number of rounds of sanctions against Iran, as it builds the case for war.

Iran and China knows that with less than three months to US elections, the political window of opportunity for an massive attack is closing and they are doing every possible to appear reasonable to the American public.

Most Americans view, even after the war between Israel and Hezbollah, North Korea more of an immediate threat to their national security than Iran. More Americans think that if the Bush administration is now willing to work with South Korea, Japan and China, used sanctions, while starting direct talks with the North Koreans, why not try the same process with the Iranians. Americans, many of whom have visited Japan and South Korea correctly view their solution far more indicate and threatening than Israel situation with Hezbollah.

If the US oil multinationals and the Bush administration were to make public a energy accommodation with China and other Asia countries to provide energy shipments out the US streagtic supply during the after shock of the attack on Iranian and agreement to allow the Colombia –Venzenlia oil pipeline to increase China’s direct access to South American oil supplies: The Iranian nuclear threat would disappear. So would many republican positions in Congress.

The Bush Administration doe not have the time to reinforce the Saudi antimissile shield or extend the shield to protect the oil fields and refineries in the immedicated future. Given the streagtic important of Saudi oil to both the US and China, any attack on Iran would require a massive attack on all it missile infrastructure that could reach Saudi Arabia and other key oil production centers. This would mean taking out Iranian air, land and sea weapon platforms before they fired on Saudi oil infrastructure.

If US Space Command had major problems assisting the Israeli Air in finding and destroying Hezbollah older missiles launchers with no air force or SAM missiles to fight with, how will they find the thousands of Iranians advanced Chinese mobile missile launchers before they fire their GPS guide missiles at Saudi oil infrastructure. Even with three weekends hunting, US Space Command lost the missile launcher shell game with Hezbollah and finally need Israeli ground forces to finish the job. Few American or Saudi military planners have conference in the US Space Command’s ability to defense Saudi oil infrastructure against a potential attack from Iranian missiles.

In the case of southern Iran, the missile shell game with Saudi infrastructure could go on for months. This would stop the supply of oil few weeks. Few Asian countries could last weeks, much less months without Middle East oil shipments. The most immediate effect of an US lead attack on Iran would be a major ratcheting up of already high global oil prices, potentially reaching a 100 per barrel and a possible Venezuelan led oil embargo on the US.

Saudi oil is the corner stones of US energy planning, without which, even for a short period of time would force a political showdown with Cuba and Venezuela on less than favorable terms. For these reasons it going to be real tough for a weaken Secretary Condoleezza Rice to create a coalition of countries other than Israel willing to try to rein in Iran’s nuclear ambitions, before North Korea is dealt with.

Summary of review

When the Levee Broke has reopens deep untreated emotional trumua of rage, abandonment, fear of death,worthlessnesss and shame in at risk layers of the post-Katrina population. Black children are particularly at risk. Spike Lee knowly produced a documentary so emotionally destructive, he would not even allow his own children to watch.

The Requiem, offers the viewer no conceptional tools to process the raw flow of deep emotions in the documentary. The Levee Broke is designed to retriggers the deep feelings of worthlessness, shame and rage in Black Americans following Katrina. Rather than focus the Black rage on the rich oil companies likeExxonMobill that run New Orleans like a third world state, not even paying taxes, Spike Lee employs Micheal Dyson story line to misplace the blame for Black economic oppression on the local white power structure and President Bush.

Spike Lee's Katrina Requiem; offers a lot of emotional information on a personal level, but it does not add anything of important to the political analysis of New Orleans, or the mental healing process under way across America. Spike Lee provokes raw unprocesseds and overwhemling emotions in the viewer virtual reality mind. For children, these unprocessed emotions will end up internalized as abandonment by the oil lobby and Bush administration as a reflection of their worthlessness and less than status in American society.

For this reason the documentary is mentally very dangerous and should not be watched by children. On apsychological level, the documtary is to emotionally and degrading be watched toxic to children.Spikee Lee understood this, and would not aloow his own children to watch it. How about the millions of other children who are still suffering from untreated pro-Katria anxieties and depression.

The documentary is frame round Dr. Dyson's historic analysis of concentrations of poverty in New Orleans that obscured the fundamental importance of understanding the political economy of Louisiana Petrochemical Corridor.

Spike Lee documentary invested less than six minutes to the most critical point of the Katrina crisis. That is, how the oil lobby shaped the whole political events that followed Katrina. The fact that professor Dyson and Spike Lee feel are so emboldened at this late dated, to not mention the existence and the central importance of the oil corridor; reveals clearly that Dyson and Spike Lee has soled their souls to the oil and chemical lobby.

Spike Lee wants the world to see what happened to the Black population of New Orleans after Hurricane Katrina; but at the same time not expose the oil lobby central role in the political drama that was the Katrina crisis. Like his homeboy Michael Dyson, who story line his follows Dyson book almost verbatim, Spike Lee reveals himself to little more than a made oil lobby house Nigger from Brooklyn.

Given the rare opportunity of a HBO special over two nights to tell the world the real story of the ruthless oil lobby cover up the trillion dollars oil spills and to help the national children start the healing process, Spike Lopportuitismism and greed is not just an act of racism and mental genocide, but high treason.

Million of children still suffer from of fear Katrina-
It's very important to understand the emotional context of what happen in New Orleans and how it continues to affect it effects millions of children in their daily lives and their helpless feeling fear about the next New Orleans. Most children had no emotional reference point or experience based to deal with the trauma of Katrina.

One of the reasons for confronting the Katrina fatigue with the truth is that the feeling of helplessness is on going and deepening.

Katrina fatigue is being used as a mental terror weapon to retraumuaized layers of the population.

Every time some one talk about New Orleans, an article appears in the local newspaper about New Orleans and news update stories comes TV about New Orleans, the Katrina fatigue is triggered fear in our thoughts, particularly children. Most of these thoughts have been forced out of consciousness because they are too painful. As a consequence, the thoughts end up being distorted and more powerful in the dark of our subconscious.

Spike Lee's Katrina 'Requiem' offers a lot of factual information, it not only does not add anything of important ant to the analysis of New Orleans, and it is very dangerous. The documentary is frame round Dr. Dyson's historic analysis of concentrations of poverty in New Orleans that obscured the fundamental importance of understanding the political economy of Louisiana Petrochemical Corridor;.

Watching Requiem is like watch a four part documentary on the human drama of American navy forces being attacked and dieing at Pearl Harbor by the Japanese Air Force without knowing that British Petroleum and Standard Oil of New Jersey refused to sale Japan oil critical to its economy for almost a year, provoking the attack.

Many key players in the Katrina drama were missing in Spike Lee casting, i.e. US Space Command, Admiral Keating, commander of the North Command and the Oval Office personal like Lewis Libby are missing from public records. Vice President Cheneys indicted chief of staff Lewis 'Scooter' Libby who was the lead spook running the Katrina White operations.

Spike Lees Katrina Requiem; Mixes Rage, Anger, racism and sorrow, but nothing on the powerful impact of the oil lobby on Katrina or Black political economy in New Orleans. The HBO documentary follows the critical story line of pro-oil lobby spook Professor Michael Dyson.

There will be a special place in hell waiting for Spike Lee and Micheal Dyson for their unnessary retraumaization of American children and the cove up of the oil lobby role in the Katrina HBO documentary.

Spike Lee never separates the events of the hurricane Katrina and the day after the storm, when levees rupture flooding of the city. In Professor Dyson mental reconstructed memory of the tragedy both events are fused into one collective memory. That memory is then superimposed as reality and fact; from which Profession constructs a system of ideas and conclusions independent of the material reality of Black Americans in New Orleans.

In his book ;COME HELL or HIGH WATER; the central theme is that years; of ruthless institutionalized white racism and ineptitude was the real driving forces behind the painfully slow federal response to the hundred of thousand stranded and dying Black victims in the flood island city of New Orleans. At the head of this racism campaign against the Black flood victims of New Orleans is a President who does not care about African Americans.

Spike Lee frame President Bush behavior and he administration around this 250-year institution of American white racism, not the political economy of the powerful oil lobby. The documentary was just like the recreation of the evil forces in Spike Lees film Malcolm X, you knew the FBI and CIA are tracking Malcolm X through Africa and the Middle East, but Spike Lee never develops the political economy of why the US oil multinationals want him assassinated.

Myth of President Bush free will
According to the HBO documentary augment, the President, beyond Republican party cronyism and white racism, is acting on his own free will and leveraging the Republican controlled Congress to destroy the brothers in New Orleans for being Black and economic poor.

There is no ;military industrial complex; driving the political economy of New Orleans. According to Spike Lee, just naked white racism framing the nightmare in New Orleans. There is no historical or economic foundation developed by the HBO special nor does he offer one to support this conclusion beyond some unguarded comments by his mother.

President Bush just does not like Black people.

One must feel the emotional out rage of Black America in order to make the leap into the Spike Lee Dysonian (Dyson view of reality) world of Mad Mack political economy.

Most critical political, historic and economic analysts are in general agreement to the notion that President Bush is one of the most political controlled and special interest groups driven presidents in the history of the United States. He not only lack political free will, he is also said to lack the intelligence to understand how use it.

One of the powerful special lobbies United State history is the New York based oil/chemical industries.

Lee/Dyson analysis is specifically void of any suggestion that President Bush is being controlled or acting on an agenda set a cabal, much less the powerful New York oil/chemical companies. In the documentary analysis there are no groups of shared interests, i.e. white real estate interests or oil/chemical lobbies or the Republican Party where behind the rupture of the 17th Street levee, just slow federal response.

Memory warfare, subliminal suggestion
Rather than open the book with a historical analysis's of flooding in southern Louisiana and New Orleans or the poor preparation for Katrina, Spike Lee begins with a metaphoric comparative analysis's of the slave to the poor the form slave Black population of New Orleans. According to Dr. Dyson, Spike Lee is engaging in what he calls memory warfareÃ. Testing the degree of historic understanding of the target viewers.

White Racism is introduced as an active voice of the HBO documentary in order to some how joint the historical oppression of the former Black slaves of New Orleans.

Spike Lee documentary, like Professor Dyson in the opening pages of his book, that suggest the slaves of Pompeii lacked the physical means to flea the city; in many cases they were chain to tools, posts and builds by their masters. In exchange for a little history factual insight, the reader is unconsciousness to the fact that he/she is being opened up to Dr. Dyson suggestion of an alternative view of Pompeii.

In the immediate case of the New Orleans, the subliminal suggestion is the lost of free well of the slaves to escape and save themselves.

This lost of free well is then transferred over thousands of years to the mental sated of the Black forms slaves of New Orleans. Without any foundation or historical development, Spike Lee imposes the Pompeii notion of the lost of free well on to the Black population left behind in New Orleans. This notion supports, with out argument the common suggestion of cognitive impairment and learned helpless induced by poverty and racism of New Olreans.

This metaphorical and subliminal suggestion technique is use by Professor in many different ways to lead the reader to a suggestive conclusion.

Niggers in Pompeii
This metaphorical linkage by Spike Lee and Professor Dyson is an attempt to create the notion in the reader's mind of a relationship between Pompeii and 8/29. Professor Dyson skillfully emotionally connects the collect memory and trauma of 9/11 to 8/29. At the very end of the book Dr. Dyson explain this memory connection was stating, We must engage in memory warfare. We must confess that Katrina not only revealed the callous disregard for poverty‚ colored face to the nation, but also exposed our failure to mother and father our race into its best future through our social nurture and political care‚Memory warfare pits us against the forces of cultural, racial, and class amnesia.

And it protects us from Aframnesia, a paralyzing form of black forgetfulness of our beleaguered brothers and sisters. The HBO documentary forgets that the New York Times and other major newspapers revealed that the White House and US Space Command knew the levees were degrading right after Katrina move away from New Orleans.

Professor Dyson book was the first African American analysis to support the oil lobby notion of ineptitude, not the special interests of the oil industry, by the federal government, the State of Louisiana and the city of New Orleans as the cause of the tragedy in New Orleans and the racist treatment of Black Americans. The Dyson book would set the tone for a series of books that would to support the oil lobby and congressional ruse of gross ineptitude by all levels of governments.

The Dyson argument and Spike Lee's Katrina ;Requiem; support the official oil lobby notion that the Oval Office response, via FEMA and Homeland security was racially based and imputed, not driven by the needs of the oil companies. Neither the book ;COME HELL or HIGH WATER; nor does the HBO documentary make an effort a critical review of the central role played by the most powerful oil companies in the world.

Nothing is say about the massive oil and chemical spills and their impact on the Black communities and the disinfranihment of Black people.

Spike Lee detailed the disinfranihment efforts of All State and other insurance companies, but says nothing about the refusal of oil and chemical companies to reimbursed tens of thousands of African Americans suffered chemical burns and oil damages to their homes and businesses.

Dr. Dyson and Spike Lee's analysis appears to get in the white man face is anything more than a ruse that masks the fact Dyson and Spike Lee not only has not solution, they are in point of fact leading a critical element of Black and white youth and leadership down the Pied- Pipper path to a new and deeper level of slavery and marginalization.

There appear to be fear in minister Dyson or Brooklyn homeboy Spike Lee hearts about calling spade a spade when it comes to confronting very politically sensitive issues with the big white men and oil companies in New York City and real spooks in Washington.

Dr. Dyson's analysis appears to get in the white man face is anything more than a ruse that masks the fact Dyson not only has not solution, he is in point of fact leading a critical element of Black youth and leadership down the Pied- Pipper path to a new and deeper level of slavery and marginalization.

There appear to be fear in minister Dyson heart about calling spade a spade when it comes to confronting very politically sensitive issues with the big white men and oil companies in New York City and real spooks in Washington.

His newest book "COME HELL or HIGH WATER" reveals him to be little more than a two bit corporate hustler praying on the suffering of the Black people in New Orleans and fearing an intellectual confrontation with the major oil companies and their hired intellectual guns.

Dyson's new book is a poorly written essay that appears to have been outlined by some one else and rushed to market by a political process.

The white media, book reviewers, radio and major TV networks have hyped the Spike Lee HBO special, like the Dr. Dyson book, as the new multi-media self-appointed spokmen for the poor Black people.

The white media has created the image of Dyson and Spike Lee as the new jack Black Robinhoods who intellectually purports to gets in the face of rich Black and white people and corporations.

Spike Lee's Requiem suffers from a collection of disconnected facts that Professor Dyson was never able to integrate into a comprehensive argument because he fears connecting the major oil companies like ExxonMobil to the poverty and lack of education in New Orleans.

Most graduate level history instructors would reject Spike Lee documentary as lacking any historical foundation of context. Like most Spike Lee projects, it's based on aggressive provoked emotionalism.

But the HBO documentary was not done for intellectuals or in defense of Black New Orleans residents.

Like Professor Dyson book, the Requiem appears to have been rush to the streets to take some of the political heat off the ExxonMobil 36 billion dollars of profits and to co-sign President Bush attempts to deindustrialize and depopulation of the New Orleans industrial region.

Given the historic importance and social focus of the theme, one must question the political motivation of rushing such a weak HBO documentary to market.

According to Newhouse News Service, carried in the Trenton Time, Sunday, February 4, Dr. Eric Dyson said ;It (President Bush September 15, 2006 speech in New Orleans) was a great speech---I mean that part of it (where the President talks about 7;deep, persistent poverty, with roots in a history of racial discrimination, which cut off generations from the opportunity of America. We have a duty to confront this poverty with action.

A critical reading of his newest book ;COME HELL or HIGH WATER and his public statements about New Orleans reveal that Professor Dyson is a demagogue who is apparently trying to appear to champion the cause of the New Orleans poor and Black, but in fact, like President is in the de facto political service of the oil companies.

Dr. Dyson position on New Orleans recovery and the suffering Blacks, because of the national corporate white media push is increasing dangerous to the cause of protecting and rescuing the suffering people from New Orleans.

Professor Dyson in his book openly supports President Bush abusive policy toward New Orleans and its Black depopulation.

According to Professor Michael Eric Dyson own public statements the book ;COME HELL or HIGH WATER; was reportedly written as a political defense of the interest of the poor people of New Orleans. Spike Lee documentary follow the book's task.

The people of New Orleans need an independent national voice. With hundred of thousand are facing homelessness a voice was needed sooner than later.

The hope was Spike Lee, like Dyson would be one of those voices.

The failure of Dyson opens a historical window of opportunity for Spike Lee to make a real different.

Rather than take the challege of defending poor Blacks in New Orleans, Spike Lee elected to defend the rich oil companies and the president of the United States ruthless policies toward New Orleans by only offering a disconnected analysis of the role in the crisis.

Professor Dyson and Spike Lee completely runs away from any direct or indirect discussion of any aspect of the political economy of the role of multinational oil companies in the New Orleans economy and the after math of Katrina. Dr. Dyson fear is so great he never mentioning the names of any major oil companies like ExxonMobil in his analysis of the deepening poverty in New Orleans. Nothing is ever said by Professor Dyson or Spike Lee about the fact that the major oil companies have been downsizing their production and investments in New Orleans the last 20 years.

This deinvestment oil policy, the North American Free Trade Agreement and massive waves of Chinese imports, not some mythical 250 years of southern rascism has served to destroy the pre-Katrina New Orleans regional economy creating record levels of Black poverty.

Professor Dyson teaches at the same university that houses the most powerful business school in the world, the Wharton School of Business School at the University of Pennsylvania. Just by his proximity to Wharton, Dr. Dyson should be one of the best-informed Black leaders in North America.

Many of Dyson followers were sure Exxon Mobil and other ruthless oil companies and President Bush would get the same type of ruthless beat down Bill Cosby got from brother Dyson. In the book, readers will be shock to see just how non-aggressive Dr. Dyson's tone is when talking about the major oil companies.

To date Professor Dyson has been very careful to say nothing about ExxonMobil or other oil companies; patterns of abuse from the Gulf of Mexico, Colombia, Venezuela, Nigeria, Chad or Saudi Arabia.

Service economy and depopulation
If New Orleans is forced by lack of industrial infrastructure investments to transformed into a service economy, over 400,000 mostly Blacks already force to leave from the city of New Orleans may never again return to their former city of New Orleans.

This reality emerged during the immediate period following the forced depopulation of the city.

In the preface of his book;COME HELL or HIGH WATER; openly supports the creation of a service driven New Orleans. The conclusion was reached in a series of studies, the latest from Wharton Business School of the University of Pennsylvania and Brown University are building a case file to support the Bush plan to downsize and transform the economy of the New Orleans region from an industrial/manufacturing driven to a service driven economy.

The Black hopes, dreams and prayers of Professor Dyson's defense
Many in the African American community assumed or hoped that the much talked about Dr. Michael Eric Dyson book about the Katrina disaster in New Orleans would make a major contribution toward framing an in depth aggressive grass roots public debate and discussion of the best ways to reconstruct and modernize the industrial economy of New Orleans.

The neither book nor Spike Lee documentary never even talks about the infrastructure challege of the New Orleans region either human or physical. Nothing is said about the need for computer integrated manufacturing as the only effective way of finally breaking the chains of white rascism.

Neither Dyson nor Spike Lee says anything about the political economy of oil.

The real challenge that no urban planners or in economist wants to publicly talk about, because of its national implications, is the cost of building a modern industrial economy in New Orleans able to complete with the emerging industrial economies in Asia in manufacturing. Professor Dyson or Spike Lee does not want to tell the American people that US multinational manufacturing in China are directly determining the nature and type of investments necessary to redevelop New Orleans or any other North American city the should be destroyed by a Katrina like storm.

None of these critical elements of the New Orleans nightmare were never discussed anywhere in Spike Lee HBO special or professor Dyson book on New Orleans.

This pattern of omission of critical issues would repeat itself throughout the body of the text of Dr. Dyson book ;COME HELL or HIGH WATER;and the Katrina ;Requiem; over the range of critical subjects and issues. The pattern of critical omission is designed to allow Spike Lee to free the oil companies of their role in the deepening Black of poverty in New Orleans.

What Wharton said about Katrina
A series of studies, the latest from Wharton Business School of the University of Pennsylvania and Brown University are building a case file to transform the city and economic orientation of the New Orleans region from an industrial/manufacturing driven to a service driven economy. The bottom line is that companies building in low line areas of the city and region will be forced to price high rates of flood insurance.

This wills directly impact on the type of manufacturing that will locate in the New Orleans area.

A major policy change to privatized flood insurance was made and a book was written following a symposium in Washington on risk management and disaster. The book ;On Risk and Disaster; was written at Wharton, during the same time as COME HELL or HIGH WATER on the same campus. The finding of the sister book University of Pennsylvania ;On Risk and Disaster” were not reported, review or analyzed in Dr. Dyson book ;COME HELL or HIGH WATER that deals with the same subject matter, i.e. Katrina and the reconstruction of New Orleans.

A second symposium on the social and political issues of Katrina took place in February in Philadelphia. Together these two symposium increased the cost of manufactures locating is high flood areas like New Orleans.

New Orleans industrial recovery Redline and Blackball;
Higher costs to located in New Orleans is a serious economic and risk management challenge to efforts afoot to gain investment dollars and manufacturers like Toyota who may be thinking about locating major advanced Computer Integrated manufacturing platforms and supply chain manufacturing partnerships in the New Orleans region.

These risk management policy changes will de facto ;Redline and Blackball; New Orleans as a potential industrial zone.

If New Orleans is transformed into a service economy, over 400,000 mostly Blacks are at risk from New Orleans would lost the economic rational to return. Many may never again live in their own city of New Orleans.

Professor Dyson or any one else is developing an argument to defense reindustrialize New Orleans would to face a major challenge in the cost to insurance manufacturing plant and equipment.

To the shock of many in the Black community of the lower Ninth Ward in New Orleans and around the country, Professor Dyson spares no time in making his position on industrialization clear. In the preface of his book ;COME HELL or HIGH WATER; he de facto suggests and supports the creation of a service driven New Orleans economy void of its industrial based and manufacturing.

No Blueprint for Industrial for Redevelopment
To date no university, think tank or private or public group has come forward with a comprehensive industrial centric recovery plan to challege or function as a counter weight to the emerging service driven master plans for the deindustrialization and transformation of the New Orleans industrial economy.

Dr. Michael Eric Dyson book ;COME HELL or HIGH WATER; at first reading appears to have again placed his figurer print on the most political important African American event of the early 21st Century. If you are welling to take a face value what he says is important from Black America. In his latest book, ;COME HELL or HIGH WATER, the so-called ;hip hop intellectual offers a new style Dr.Henry Kissinger type super detailed analysis of a small select group of unrelated facts about the flooding of New Orleans.

The HBO documentary supports the Dyson lack of a real industrial plan for New Orleans. The viewer is left with the impression that New Orleans industrial base is lost forever.

At the end of the day, Professor Dyson and Spike Lee appears to have turned their back on the fight to return Black en la mass to New Orleans via by failing to report on any plan developing a program to reindustrialize.

If the HBO special is not an economic augment for redevelopment of the city, then what are Spike Lee documentary or Dr. Dyson book purpose and mission?

A second read of COME HELL or HIGH WATER; reveals the reality that these facts, characters and events are then process through the prism of Dr. Dyson definition of the historical disenfranchisement of poor, suffering Black and white people of New Orleans, The Book read like a moral statement or manifesto disenfranchisement of Blacks in New Orleans and the role Professor Dyson feels racism played in the human drama of Orleans

Beyond the Ebonics and obfuscation
Without the need to offer the reader a detailed analysis of the interrelation of oil/chemical production and poverty in New Orleans, Dr. Dyson definition of white racism is free of the political economy and intellectual necessity to examine ExxonMobil, other oil companies. Professor hides, like most Republican and conservatives historians, it generalizes racism, and not the specific interest groups that is the American social problem.

The impact of Wel-Mart and other US slave labor multi nationals operating from China and other Asian platforms are flooding New Orleans and other market with cheap Chinese imports are also left out the Dyson analytical model. This type selective obfuscation, made famous by Dr. Kissinger, allows Dr. Dyson to maintain the compartmentalized single focus nature of the type of racial discrimination President Bush, Dyson and other hip hop political analysts like to employ to explain white racism.

The problem is New Orleans is compartmentalized to ;deep, persistent poverty,; with ;roots in a history of racial discrimination, not 200 billion dollars of cheap US multi national reexporting from Chinese slave labor imports to US markets. Also, Dyson notion of white racism, by omission of the central role played by oil companies and oil production, is free of linkage to other oil multinational nightmare in South American and the mother that have force Black people to live on less than a dollar a day. This ruthless oil policy has leads to even worse level poverty commonly known as so-called oil curse. After Dr. Dyson has sanitized his use white racism to a very vague ahistorical level, then the reader is led to the Dysonian conclusion for the tragedy of New Orleans.

New breed hip-hop hustler a.k.a. demagogue
Dr. Dyson is the only ;new breed; historian who can openly talk about the deepening concentrations of black poverty in New Orleans and not connect it to the systemic loot of the Gulf region but the oil and chemical companies. Spike Lee documentary is the virtual reality of Dyson analysis.

The unsavory truth of the exposure of the extremes richness of the oil companies exist side by side with the extreme poverty of the Black people of New Orleans is ruthlessly clear to every one but the readers of Dyson book on New Orleans and Katrina and Spike Lee documentary. The fact that Exxon Mobil has profit of 36 billion dollars for 2005 up from 25 billion in 2004 has no reliance to the Dyson analysis of poverty in New Orleans.

Why would President Bush put he place in American Presidential history at such risk, given the nightmares in Cuba, Iraq and Africa?

Spike Lee suggest Bush does not like Black peopele.Mr. Libby known the circumstances of the call Vice President Cheney received from New York oil lobby asking for military help with the emerging crisis in New Orleans and the potential of the trillion dollar personal claims against the oil companiesA potential trillion dollar personal claim against the New York based oil multinationals was a real concern given the high profile nature of Katrina.

The aggressive initial reporting by the major left little room for the type of cover up the oil companies would need to contain their legal exposure.

Oil Company's own studies suggested that a direct hit by a Katrina like storm on their antiquated refineries infrastructure in the Gulf. Such a strike on the 20-year-old infrastructure would put the oil companies at serious financial risk. ExxonMobil declared 25 billion of profits for 2004 and 2005 would be even better 36 billion.The Oval Office and the US military were the only effectively way for the New York city-based oil industry had to effectively manage this horrific legal and public relations crisis.

The US military had demonstrated the strategic value of total information control and management in Iraqi.The critical communication between US Space Command, Admiral Keating, commander of the North Command and federal forces and the Oval Office are missing from public records. Vice President CheneyÂ’s indicted chief of staff Lewis ;Scooter; Libby who is fighting for his political life and personal freedom is willing to tell all to the Congress, has been stonewalls and kept from Congressional review by the Oval Office to protect the President and Vice President last line of cover up, i.e. executive orders of the president and National Security.

Scooter a real White political spook,also was the critical human link between Vice President Chaney and the on going federalization struggle between Bush and Governor Kathleen Blanco of Louisiana before during and after Katrina hit and inundated New Orleans. Mr. Libby knows all the codes and locations of the hidden e-mails, military communications and documents necessary for Congress and the America people to get a very idea of the line of responsibly during the early phase of the Katrina tragedy.

His freedom and pension would be worth the cost of Mr. Libby turning states witness so American could get to the bottom of Katrina. The unnecessary dead, homeless and mental challenge and destitution of many New Orleanains people demand that Mr. Libby be a real American patriot, if for no other reason than American children.Mr. Libby was one of the first Oval Office staffers to review and brief Vice President Cheney on the 17th Street rupture and spreading flood in New Orleans.

Mr. Libby also handled the initial contracts developed and signed in Washington, DC before Katrina comes ashore in New Orleans. Libby was a core member of the Oval Office teams that track Katrina from West Africa across the Northern Atlantic to Florida and then across the Gulf of Mexico to New Orleans.

Libby organized and ran most of the videoconferences during early Katrina as the White House leader hide in cities and on farms outside of Washington.Central to the Oval Office New Orleans plan was the creation and maintains of a German army style tight top-down control over all-federal agencies and military forces deployed to the New Orleans region before Katrina came ashore. The template for the federal New Orleans operations had been created during the last storm of 2004 and early 2005 working with the state of Florida. At the center of this federal organizational nightmare was the Vice President chief of staff Lewis “Scooter” Libby.

The Vice President office was the de facto clearinghouse for all federal operations planned before, during and after in the Gulf region. The Oval Office stand-down order was designed and performed out of Libby office. The enforcers reported to him.Despite President Bush's accepting responsibility for the federal government shortfalls, the White House has refused all request by the Tom Davis special committee and other Congressional investigators to review the Oval Office and US military communication between the offices of Presidents, Vice President, Sectaries of Defenses, Homeland Security, Human Service, NS, NSC, FBI, CIA and the Governor of Louisiana.

The fact of the matter in terms of Katrina is that only the President had the means to save New Orleans. With a force of just 1,000 military helicopters, the whole region could be evacuated in three day or 72 hours. There were 40,000 federal highly trained forces that had followed the storm across the Gulf, ready to orderly evacuate the whole region, not just New Orleans city citizens in need be.These locked and loaded federal forces were ordered by the Oval Office to stand-down and allow ten of thousand of Blacks, most children dead on national TV for over a week. (See Nubianobserver ;On Evil).

The stand-down was enforced from Vice PresidentÂ’s Cheney Office by Lewis Libby and the core Cheney staffers. Libby personally worked on the drafting of the federalization memorandum to the Governor of Louisiana.Contrary to official media reports and Congressional misinformation and lies there was no confusion in the Oval Office, NSC or the Joint Chiefs of staff about the militarization of FEMA role or the strategic importance of taking control of the Louisiana State National Guard as a precondition for controlling the storm recovery and awarding of politically based post-Katrina reconstruction contracts already signed in Washington before the storm hit New Orleans.

In point of fact the US military deployment to New Orleans when the Oval Office finally ordered it into action functioned better in New Orleans, than it did in Houston, three weeks later. Over 150,000 people were moved in the first two days.Defense Secretary Donald Rumsfeld directed five days before Katrina, that Admiral Keating to finalize the massive deployment of NORTH Command forces to deal with Katrina and its aftermath. Assistant Secretary of Defense Paul McHale told the WSJ in early September that Propositioning of pre-Katrina assets in the Gulf of Mexico was the largest in US military history.

If it were not for the political struggle with the Governor of Louisiana, the massive and well-trained federal forces under the command of Admiral Admiral Keating, could have evacuated 250,000 people per day or the hold region in three days using 1,000 US military helicopters (see Nubian Observer ;Helicopter Evacuation Model;).The groundwork is now being laid in Washington federal courts for the possible legal escape of the Oval Office spooks responsible for the mass murder in New Orleans.

The US Justice Department and federal courts are setting the ground rules to access the critical evidence necessary to being charges against the President, Vice President and the Oval Office murders. The Libby CIA case is the test legal ballroom to limit public access to Oval Office communications during New Orleans.Many leaders in Washington are calling for Mr. Libby and other top Bush staffers i.e. Cards and Rover to plea bargain lesser chargers and resign like Michele Brown before New Orleans turns into a ground swell. Many others Washington spooks inside and outside the Oval Office.

In exchange for Mr. BrownÂ’s silence in his congressional testimony, about the illegal militarization of FEMA function Mr. Michele Brown the former FEMA is been given so far legal protection by the Bush Administration from any real criminal charges until they leave office in 2009 if the Republican lose the Oval Office. A Brown show trial may be political necessary to take pressure of the Oval Office spooks.

The Oval Office is trying to use the George Tenet fall guy methodology for controlled of critical information for the next phase in the Bush/Cheney political cover-up of their criminal activities in New Orleans. Cards, Libby and Rove and longtime Cheney aides David Addington and John Hannah were the key insiders; players in the Bush/Cheney criminal attempt to federalized Louisiana State National Guard forces during the flooding of New Orleans. They kept the stand down ordered in force over Admiral Keating and his locked and loaded forces for over four days before, during and after Katrina stormed came ashore in the Northern Gulf.

Many of these Oval Office spooks directly responsible for masterminding the federalization plan, have gotten out of the Bush Administration before the criminal indictments come down for the abuse of power and state terrorism in New Orleans.

The US Space Command was one of the Vice President;s special projects that received billions of other military branches funding.Access to the powerful US military satellite communication network was a critical key to taking control of the Louisiana State National Guard and New Orleans relief efforts. Critical elements of the Louisiana National Guard ground uplink infrastructure (staff and phones) were being used in Iraq seriously restricting the states ability to deploy and coordinate seriously reduced its forces. Lack the use of the military space-based communication platform, National Guard mobility and effectiveness was seriously degradedMr. Libby knows the political economy of the whole Michele D. Brown affair.

Libby knew what Brown knew, when he knew and more importantly of what little value it was to the Oval Office, who had already replaced his function with the military. Brown stated to a open session Congressional committee on Tuesday 9/27/05, that he had warned the White House of impending disaster (New Orleans flooding) several days before the storm (Katrina) struck.

Mr. Brown also said that he had warned Andrew H. Card Jr., President BushÂ’s chief of staff, at least three days before the hurricane hit New Orleans on Aug.28. Mr. Brown and Congress have been very careful not to ask about his role in the federalization talks between the Oval Office and the Governor of Louisiana.Mr. Libby to date has not yet revealed the NORTHCOM take over of the FEMA first responders role.Admiral Keating revealed the forward propositioning of NORTHCOM in a press briefing on September 9, 2005. These illegal US military units by passed both FEMA and Homeland Security command and control and reported directly to Admiral Keating command and the Oval Office. This was an open and dangerous violation of the Posse Comitatus Act.

Responding directly to Mr. Browns congressional statements, Scott McClellan, the White House spokesman, issued a statement Tuesday night that said, in part; 47;Yes, we were very focused on it (Katrina). We were acting ahead of the storm because we recognized it was an extremely dangerous hurricane.Acting ahead of the storm, NORTHCOM and US Space Command had illegally propositioned US military personal and a fleet of military satellites to layer the New Orleans region. The US military had also illegally repositioned Special Forces, reconnaissance and communication units in the Northern Gulf region.

According to the Washington Post, September 6, 2005: The Bush Administration tried to Blackmail the Louisiana Governor into handing New Orleans over to the feds. A lot of people are wondering why troops arrived so late, why supplies were delayed, why rescuers were blocked, and why FEMA actively sabotaged the rescue effort. The answer is that the Bush Administration essentially delivered an ultimatum to Louisiana Governor Kathleen Blanco: before they released the emergency supplies, they wanted her to sign the city of New Orleans over to the Federal government.FEMA, Homeland Security, the NORTHCOM, FBI and 20 other federal agencies were under direct orders from the Oval Office under the direction of Vice President Cheney not to provide any assistance to storm victims until Governor Blanco surrendered the National Guard to the Oval Office.

History will record; that Vice President Cheney's orders were followed to the letter by all federal agencies and the US military NORTHCOM.What is the real truth being hidden from Black Americans about FEMA and the US military takeover of New Orleans? FEMAs federal first responder role had illegally already been integration into the NORTHCOM pre Katrina forward deployments. The reason there was only one FEMA official operative in New Orleans the day before Katrina came ashore was because scores of NORTHCOM and US Space units were already illegally operating in the city.

Lack of access to this US military communication platform directly contributed to lose of thousands of American citizens; lives and over a million homeless and internally displaced American refugees, who happened to be mostly Black.

Brother Spike Lee HBO documentary does not address any of the NORTHCOM issues, because they were outside the Dyson story line or critical path of events. The viewer is unable to connect the know dots in the Katrina crisis, because they been blacked out of the collective menory of the the Spike Lee HBO documentary.

Beyond the Dyson obfuscation and the Spike Lee emotionalism, most viewers, particularly children as left emotionally hanging or enrage, with no where to focus their feelings.

Few people will buy and read Dsyon book, but many youth people and public school students will be forced to watch and study Spike Lee documentary. Their impression of Katrina will be framed by the memory superimposed as reality and fact; from Spike Lee construction of a system of ideas and conclusions independent of the material reality of Black Americans in New Orleans.

The central theme is that “250 years” of ruthless institutionalized white racism and ineptitude was the real driving forces behind the painfully slow federal response to the hundred of thousand stranded and dying Black victims in the flood island city of New Orleans. At the head of this racism campaign against the Black flood victims of New Orleans is a President who does not care about African Americans, not the oil lobby.
