Fear of Trillion Dollar legal suits, Oil industry order censorship

White House censor prestigious Princeton NOAA climate scientists to protect oil lobby from multi billions of dollars of compensations in New Orleans

Fearing strong public reaction to a direct linkage between C02 and the petrochemical industry, the US oil lobby and the White House are suppressing the truth about hurricanes and increase levels of C02. A group of prestigious Princeton, New Jersey NOAA climate scientists are not being allowed to talk about the new class of killer hurricanes coming this year without a political pre-clearance from the from the White House.

The NOAA’s forecast for 2006 hurricane season will be 6 weeks later. .

According to Retired Navy Vice Adm. Conrad C. Lautenbacher Jr., another active hurricane season for 2006, continuing an active hurricane cycle that began in 1995. Adm Keating, command and chief of the NORTH COMMAND federal army that fought Katrina and Rita and ten other storm last year, while over seeing the New Orleans crisis. is also censored by the White House from making any public comments on the coming hurrcanie season.

Dr. Thomas Knutson, a Princeton NOAA scientist whose research showed a direct link between, petrochemicals, climate change and hurricane intensity is been censored by the White Houses. This ruthless NOAA censorship comes at the same time the country learned that the levee repair of the New Orleans is 4.5 billion dollars under funded and behind schedule.

The New Times has jointed the oil lobby cabal by refused to do a follow up article this year to the article “Katrina, the Mississippi River and the Risks of the Coming Harvest” in the New York Times9/21/05. Mr. Verlyn Klinenborg stated in the article “The traffic in grain is carefully regulated and monitored. The traffic in topsoil and all the chemicals that have been applied to it on midwestern farm is not. The result is an oxygen-deficient dead zone in the Gulf of Mexico. This year that (dead) zone, which can grow to the size of New Jersey, began to appear in March instead of June”.

The New York Times and other major media are willfully leaving their readers with an impression that something is up with the way these new and powerful storms are forming, but are not giving their readerships the necessary context or frame of reference to integrate the massive information about the weather.

Nothing is reported or explained about the thermal structure of the new hurricanes, why the temperature inside the eye of storms are so hot, or the effects of heighten levels of Co2 thermal agents in the Gulf Stream near the entrance to the Florida Keys and how the secondary Gulf streams, winds and currents are running inside the Gulf of Mexico that would impact on the storm course or power.

1,200-mile super thermal beltway
As the national cry from New Orleans financial compensation increases, the oil lobby is very carefully suppressing at great cost, even in the New York Times any critical coverage or connection of the toxic Mississippi River chemical water that forms a long belt floating across the Gulf forms a super thermal beltway to transport Co2 super heated water around the Gulf that aids in the green house effect that super heats the sea water that is transferring addition heat to storms via the Florida Keys into powerful storms.

The EPA, Defense and Homeland Security departments are stonewalling any information or connection between the ultra catastrophic class hurricane and the Mississippi chemical waters concentrating in the Florida Keys and Northern Caribbean. Because of this official informational blackout and misinformation campaign by the oil lobby and Bush administration, main stream media has refused to report on critical NASA information, studies and active hurricane projects that link the chemical toxins to the heighten Hurricane’s temperature in the eye of the storms. The general public is unable to make the critical connection between the increase intensity storms and Co2 green house effect from the chemical toxins in the water and air of Key West Florida.

Almost all scientists agree there is something up with the Gulf Stream, but differ on what it may be. Many scientists are hiding behind Worldwide Warning, rather reviewing the local critical mass conditions of the Mississippi River Plume in order to understand the micro C02 situation in the Gulf of Mexico creating the precondition for ultra catastrophic class hurricanes.

The recharging of Rita is following the same pattern and location of the killer storms Katrina. Forecasters are hard pressed to explain the new category storm beyond just estimating the power of storm based on the Gulf Stream temperature. Gulf people know there is something wrong with the water. Most weathermen are reduced to just stating the facts, because of the oil lobby and Bush Administration suppression policy.
Learned helplessness and political fear

The media has refused to share critical information with the general public on the other elements that may be influencing the creation of a new class of powerful hurricanes this year. Paul Ginoux is doing major new Saharan dust cloud simulation and forecast work at Princeton University working with the NOAA Geophysical Fluid Dynamics Laboratory that is being kept out the main stream media.

At the core of this critical international Hurricane research is a new integrated understanding of the thermal structure and dynamics of hurricanes and all the thermal agents? That is, power storms like Katrina and Rita have hurricane eyes that is very warm and extends ten miles up from the surface of the ocean. The eye is 20 degrees warmer than surrounding air. The greater the difference in the two temperatures, the stronger the storm. Co2, chemicals, Saharan dust, and other thermal elements in the water and air increase that transference heat that feeds power to storms. They add critical amount of thermal heat to the Gulf Stream and land hot spot impact on storms.

The oil industrial, fearing mass legal suits, has kept critical Hurricane research apartmentialized in order to keep key groups from making the critical connection between oil and chemical heat transference and storm intensity. The general public is somewhat aware of the concept of green house, but not it application to chemical wash in rivers and landfalls. The Princeton Group has been a driving force in trying to integrate all the various NASA and other projects under a unified theory of Hurricane core development.

This core theory increasing points to man-made Co2 agents as a primary factor in increasing the core temperature of storms, not generalized globe warming. The expanding Gulf of Mexico dead zones and Mississippi River plume are central to this new understanding of other element impacting on the thermal structure of hurricanes in North American.
People looking for meaningful tools

Because of the Oil lobby and Bush Administrative misinformation the general public remains uninformed. Terrified people were reduced to helplessly looking at meaningless computer simulations of hurricane Rita mid course possible landing points and target cities, based on Katrina. Other Americans are totally unaware of how near the next Katrina maybe to attacking their city. It’s like looking at stock closing numbers and not being able to understand what forces create and drive them.

NASA’s Earth Observatory and other government and university based Wed sites are providing storm updates and impressive satellite images, no in depth analysis and insight.

What is the Mississippi River chemical thermal beltway?
One of the biggest factors blacked out of the media is the fact that there is a large and growing oil and chemical plume that appears as a dark ribbon against the light blue surrounding water. According to NASA the plume remains intact as it flows through the Gulf, the Straits of Florida and into the Gulf Stream. NASA scientists estimated that about 20 billion tons of Mississippi Rives water reached the Florida Straits and Gulf Stream off Georgia coast. This is about four times the volume of Okeechobee, the largest lake in Florida.

The toxic Mississippi River oil and chemical water stays together near the surface like a long belt floating across the Gulf to Florida and then flowing up the U.S. Southeast Atlantic coast before finally mixing with the North Atlantic Ocean. This flow of 1,240 miles forms a super thermal pathway to transport C02 heated water around the Gulf and eastern coast of the United States. This man made dead zone knows as a witch’s brew of nutrients and suspended solids has been discharging from the Mississippi River for year.

The Dead Zone extends also along the Texas Coast. This man made dead zone transports heat and function as a pathway that overlaps the Gulf Stream grid that generates hurricanes. The interrelationship of the Mississippi River oil and chemical plume and the Gulf Stream has been suppressed by the oil lobby, but appears to have reached a new critical mass in heat conductivity.

Hundreds of new chemical spills caused by the storm Katrina has changed the deadly chemical mix, increased the toxicity and the C02 content of the Mississippi River water flowing into the Gulf and Florida Keys. Reportedly over 3 million gallons of oil spilled in the Mississippi River during the Katrina storm. The chemically toxic waters also flow down from other cities on the upper Mississippi River. US Environmental Protection Agency detected new higher levels of heavy metals in the Mississippi River. This heavy metal is a good thermal agent to feed storms in the Gulf.

This chemically charged beltway, now extending into the Carolinas allowed for the launching and projection of Katrina class storm deep into the northern heartlands of Northern America.
It’s unclear what the actual order of events are in the thermal dynamics of the Mississippi River Plume is in relation to hurricane intensity. It appears the Plume is a primary element is a Long Island ice tea thermal mixture that feeds storms near Florida.

Heat-trapping carbon dioxide river water
The writer hypothesizes that Co2 in the oil and chemical spilling in the Mississippi River is causing high volumes heat-trapping carbon dioxide in river water. This Co2 water supper heats during the summer time, when the river water temperature raises and comes in direct contact with the supper Hot Gulf stream flow. This creates a localized Gulf El Niño occurrence during the high hurricane season that contributes to the creation of killer storms. The cumulative process of chemical dumping has increase levels of toxicity in the Mississippi River. Since the Bush administration took power, the dead zone and plume appears to have moved to the next critical mass both toxicity and in terms of heat conductivity.

What is known is that the chemicals in the oil plume water carries large volumes of Co2 that retains more heat than the Gulf water? This supper heat plume appears to be is mixing with the Sahara dust cloud and hot spots above the Gulf Stream; this contributes to the supper charging of passing storms. Katrina recharged in the Gulf from a Category 1 hurricane to a Category 5 killer storm in a matter a four days. Rita recharged in less than 24 hours to a Category 5.
Long Island Ice Tea effect in the northern Caribbean

There appear to be a Long Island Ice Tea effect in the entrance to the Florid Keys. That is, a critical layered combo of chemical plume, Gulf Stream, Saharan dust and land/sea hot spots forming the prefect storm mixture. As suggested by the New York Times, the early arrival of the annual dead zone may have in the Gulf regional pH and green house levels.

The biggest oil industry concern has been destroying any direct linkages between its chemical leaks in the Mississippi River and the new hurricane destructiveness. The Mississippi River Plume connection is a new threat, which is being suppressed by the oil lobby and mainstream weather reporting.

French government and Chinese lobby pushing summer roits

Jacques Chirac, France president, is preparing to sign the death warrant of the next generation of French workers. The controversial youth unemployment policy is the Chinese lobby throwing down the gauntlet slave labor wages to French nationalists.

The French unions and students are being programmed to riot alone with the young gangs this spring and summer.

The collaspe of the ecoomic revival in Germany and the increase in German unemployment is sending political stock weaves to other countries like France.

The new French youth labor law destroys the French entitlement to a job for young workers. The youth labor law is the front end of a ruthless French government campaign to protect it social welfare system from useless structurally unemployable. At the end of the day, France will triage unskilled foreign workers, via deportation. This economic triage policy is creating the political conditions for the next Bosnia in the already economically depressed countries of Northern Africa.

Lacking the education and training to compete with other young workers in North America, Asia or Eastern Europe, with slave wages, French young are between a rock and a hard place. Like their Black American counter parts, they face massive unemployment and are a new potential drain on the French national welfare system.

The new youth law forces the national registration of all young peoples in France. This creates a current data-based for counter-insurgence use. The labor law gives employers the right to fired or lay off young French workers based on market conditions. The notion of life long employment is replaced with market driven employment opportunities. The major problem for increasing numbers of French young works, totally blackout of the US new coverage, is the fact that French jobs are being exported to slave labor platforms in Eastern Europe and Asia.

The postindustrial economy that would create full employment for French young workers is a political illusion that masks the massive flood of slave labor imports. French multi national companies are creating RD, IT and related light manufacturing infrastructure in China or in poor Eastern European Union countries to loot their young workers, which are only hours away from market final market.

With little chance of long-term employment, French youth are looking at very difficult times. Many foreign workers will be forces to return to their home-countries to make room for French workers. The so-called “social tourism” that allowed foreign workers, with children with France citizenship to remain in France is about to change. Like the foreign workers forced to return to economic nightmares like Bosnia, most Africans will face deportation.

The French social contract that historically gave education, employment and hope to ten of millions French, Arabs and African travaileurs etrangers is being reduced to a illusion by US multinationals like Wal-Mart manufacturing and exporting slave labor products from Asia to France and other European countries. Companies in Hungary are outsourcing as much as 70-80 percent of their production in China, India, Turkey and Vietnam. These eastern European companies are using their new European Union free trade status to flood French markets re-exported Chinese goods. The wage structure in Vietnam is 45 cent per hour, is less than China.

There is a deadly slave triangular backdoor sub-assembly trade growing between China, America and east-central Europe in components and sub-assemble and final assemble that end up in western European and US as cheap imports from Eastern Europe.

The strategic industrial aspects of this triangular backdoor sub-assembly trade are hidden in the European Union Commerce Department. Much of the exports from eastern Europe to westren Europe is Chinese and American are sub-assemblies, returning to westren Europe via Chinese and eastern European imports. Almost 70 per cent of the billions of dollars of intra EEC trade are really US multinationals operating from China.

US multinationals account for 80 percent or 128 billion of the 160 billion euro of Asian imports. This slave labor trade is destroying the industrial base and employment in countries like France.

This multinational flood of cheap Asian imports has marginalized the most fragile segment of French society and labor force, i.e. young workers, Africans and Arabs.

Unlike North America, the African and Arab ghettos in France are mostly located in the suburbia. Many of the people in the ghetto slave labor pool are illegal refugees from political or economic oppression in their French colonial homelands.

Reports of Great Depression level of youth unemployment are now surfacing in Germany, Spain, Netherlands and Italy in both white and pre-dominantly Muslim ethnic minorities.

Blackout of the North American news analysis of the riots and violence that has swept France is the deadly impact of massive new cheap Asian imports flooding European cities.

France’s labor-intensive industries have been most hurt by the growing waves of Asian imports. Europe’s young workers and immigrant workers (travaileurs etrangers), like their American counter parts, are being most affected by the job displacement to Asia. In North American inner Black youth unemployment is over 90 percent for 14-19 years youth. Asian imports are a major contributing factor.

Many French manufacturing centers have been turned into ghost towns gutted of the manufacturing based and infrastructure. Other French towns have been transformed into industrial refugee camp from slave pools of cheap slave. The entry-level labor-intensive jobs have either been exported to Asia or disappeared.

Over the last four years, China and other Asian countries have grown into the second biggest trading partner to the Europe Union (EU) after the United States. EU exports to China rose to 41 billion euro. Imports from China have grown to 105 billion euros leading to an increase in the 64 billion-trade imbalances. In addition, there are emerging slave labor platforms in east central Europe, take westren European jobs and flooding westren markets with cheap goods. Asian and American multinational firms are feeding the east/west intra EEC trade with backdoor triangular backdoor sub-assembly trade.

Goods manufactured in China have become ubiquitous in Europe market; bring down the prices of many products and forcing many French producers out of business. The future of the economic relationship between France’s youth and immigrant minorities including Muslims from North Africa and Blacks from the western Sudan is under new pressures.
In Italy, Romano Prodi, a former president of the European Union warned that poverty, unemployment and urban decoy could cause ethic violence similar to that of France.

The EU labor policy does not give European manufacturers or workers the necessary industrial tools to either transition to advanced manufacturing or defend the region from cheap imports coming from China, Mexico or Canada.

CAFTA is nothing but the southern extension of the NATFA slave labors agreement that is destroying North America’s and Western European manufacturing base and industrial jobs.

Slave labor platforms in China, Mexico and Canada have leveraged their national currencies to buy up key small American companies in order to accesses core technologies and make it artificially cheaper for multinationals to operated from their countries. Washington has forced the smaller Central European Banks of East-Central Europe into letting their currencies rise vs. the dollar.

Multinationals exporting from China to Central and Western Europe have greatly benefited from China and Washington policy of central European intimidation. There have been no real talks either in Washington or on Wall Street about major adjustments of either Central European or Russian currencies against the dollar to balance the proposed Chinese adjustment.

This deadly triangular Chinese, American and east-central Europe slave labor trade is also destroying Western Europe manufacturing that is impacting on the long-term need for a travaileurs etrangers work force.

There is a deepening net export of manufacturing jobs to Asia and final assembly slave labor platforms in Eastern Europe. There is a near-term downsizing of the western European labor force requirement. The young workers and travaileurs etrangers workforce is being most effected by the migration for jobs to the east.

The immediate potential of European skill labor force is the most critical difference between the regions remaining economically backward and rapid developing a modern European industrial economy. Within this potential will be the need for expanding demand for skilled African and Arab workers.

The riots and violence that has swept France last year is the political reaction of the at risk segment of the French labor force to deadly impact of massive new cheap US multinational triangles of imports flooding European cities. According to the New York Times, “the current protests and strike present the unions with an opportunity to recover their reputation as the protectors of worker’s rights. The French labor movement has yet the address the slave labor issue in any effective way.

The Jacques Chirac confrontational approach is designed as a cheap ruse to politically manufacture a summer of street riots, in order to set the public mood and conditions for the massive deportation of Africans and Middle East workers no longer needed in the French industrial economy.

Mr. Card is part of a political "thing for thing" to make the American public think the Bush administration is really cleaning house, but its actually not. Congress so far has rubber-stamped the White handling of Katrina, in exchange for giving up Mr. Card. The fall election, Katrina and the failed recovery of the New Orleans drove the Card move. The Libby trail and lack of a political plea bargain made the Card move sooner, not later.

The key question is giving up the President’s chief of staff going to be enough for the rank and file Republicans to win re-election in the fall.

The current numbers suggest not. Americans wants the President to clean house.

Afrocentric critical view

Chiefs of staff Andy H. Card and Lewis “Scooter” Libby, not Michael Brown, as the real spooks orchestrating the events in New Orleans for Vice President Cheney.Before the dark forces gathering around Mr. Card consume him, Black American people should demand a legal plea bargain for his freedom in exchange for Mr. Card and Lewis explaining first on at a national town meeting in the lower Ninth Ward of New Orleans and then in court and congress what really happened in New Orleans.Mr. Card, like Mr. Libby knows the answer to the question that haunts the country today.Why would President Bush put his place in American history at such great risk in New Orleand, by leaving military veterens , women and children stranded for days, given the nightmares in Cuba, Iraq and Africa?

Mr. Card and Mr. Libby know the circumstances of the call Vice President Cheney received from New York oil lobby asking for military help with the emerging crisis in New Orleans and the potential of a trillion dollar personal claims against the oil companiesA potential trillion dollar personal claim against the New York based oil multinationals was a real concern given the high profile nature of Katrina. The aggressive initial reporting by the major media left little room for the type of cover up the oil companies would need to contain their legal exposure. Mr. Card also knows the oil centric political culture of the that colors the thinking in the White House.

Getting away with the mass murder of New Orleans children’s
The groundwork is now being laid in Washington federal court for the possible legal escape of the Oval Office spooks Mr. Card and Mr. Libby who some say are directly responsible for the mass murder in New Orleans. But it’s not a done deal. The US Justice Department and federal courts are setting the ground rules to limit access to the critical evidence necessary to bring charges against the President, Vice President and the Oval Office murders. The Libby CIA case is the legal test balloon to limit public access to Oval Office communications. Mr. Card correctly understands that the house of cards surrounding Vice President Cheney is about to fall.

According to Senate Democratic leader Harry Reid, President Bush and Vice President Cheney reportedly laughed at the indictment of I. Lewis "Scooter" Libby top aide of Vice President Cheney. According to the editorial letters in the New York Times, Patrick J. Fitzgerald, the special prosecutor, told us that the cover-up amounted to throwing sand in the umpire’s eyes. We don’t know whether there was a “crime to begin with”.

Now that there is a political grass roots movement against the Oval Office, it’s only a matter of time befor Libby's lawyers break down the Presidential executive orders; every one's is trying to hide behind.

The US Justice Departments political ruse is designed to give the general public the perception of justice being served when in point of fact its plea-bargaining away the charge of high treason. The Justice Department political ruse is creating the legal frame work to allow the Oval Office to conceal from Grand Jury investigators critical senior White House communications surrounding the failed takeover of New Orleans, under the cover of national security issues. Judge Reggie B. Walton of the Federal District Court will rule on the ground rules for review of critical National Security files and e-mail communications. The implications of Judge Walton's ruling will go far beyond the Libby case and reach into the White House inner circle. The American public is not going to allow Libby to plea-bargaining his way out of jail.

Libby will have to give up a lot of spooks and the Vice President. According to the New Times, some in the party is looking for a Nixon style Saturday Night Massacre, particularly those from the Katrina ravaged Mississippi, Alabama and Louisiana region. Right now Rover is still standing, but there are no more gatekeepers. Katrina has the immediate potential to transform into Watergate as Libby case move toward trail.

Mr. Jeffress who won a case for former President Richard M. Nixon on public access to the Watergate taps is on the defense team as one of the lead counsels with other oil industry hired guns. Today e-mail are Bush’s Oval Office e-mails are the Nixon’s taps. The institution Bush is trying to shape for his defense may lead to his downfall.

The Problem with the e-mails is the fact that there are so many. The Oval Office attempts to use the George Tenet fall guy methodology for control of critical information for the next phase in the Bush/Cheney political cover-up of their criminal activities in New Orleans appears to be failing. Republicans up for re-election are starting to break ranks in order to run effective campaigns.

The political containment of Katrina by the White House and Congress is breaking down.

Many leaders in Washington are calling for Mr. Libby and other top Bush staffers i.e. Cards and Rover to plea bargain lesser chargers and resign like Michele Brown before New Orleans turns into a ground swell. Many others Washington spooks inside and outside the Oval Office. The American public wants White House heads for the failure in New Orleans not plea barging.

In exchange for Mr. Brown’s silence in his congressional testimony, about the illegal militarization of FEMA function Mr. Michele Brown the former FEMA is been given so far legal protection by the Bush Administration from any real criminal charges until they leave office in 2009 if the Republican lose the Oval Office. It is now known that Brown was outside the loop. Mr. Libby and Mr. Card were in the inner loop; show trials may be political necessary to take pressure of the Oval Office.

Mr. Card was the lead White House staffer for the federalization of the Louisiana National Guard. He directed the drafting and exchanged of memos between the Governor and President. He was in charge of the failed federal effort to control of the Katrina tragedy.

He also share the duties with Libby of maintaining the stand –down orders that stopped federal forces from coming to the aide stranded Americans citizens, many of who were US military veterans.

Cards, Libby and Rove and longtime Cheney aides David Addington and John Hannah were the key insiders’ players in the Bush/Cheney criminal attempt to federalized Louisiana State National Guard forces during the flooding of New Orleans. They kept the stand down ordered in force over Admiral Keating and his locked and loaded forces for over four days before, during and after Katrina stormed came ashore in the Northern Gulf.

Many of these Oval Office spooks directly responsible for masterminding the federalization plan, are now looking for a political cover like the CIA leak to justified leaving the Bush Administration before the criminal indictments come down after the fall election for the federal abuse of power and state terrorism in New Orleans.

The critical role-played by the Joint Chiefs of Staff and US Space in the attempted to take over of the Louisiana National Guard in the early phase before the storm came ashore in Mississippi is slowly building into a political ground swell within the General Powell networks inside the military.

Former Secretary of State C.Powell’s chief of staff attacks on the “Oval Office Cabal” and the Senate closed session over intelligence Bush used to justified the war are part of a growing grass root movement building around New Orleans the German storm trooper role the US military was unwillingly forced to play by the Oval Office Cabal.

Presidential order
Mr. Brown’s open session Congressional statements and the White house and mainstream media blaming and attacks provide a rich field of insider information about the failure and political economy of Katrina. Mr. Brown’s Congressional statement also creates the clearest evidence for the immediate removal of the president, vice president, secretaries of defense, state and homeland security.

Former head of FEMA, Mr. Brown, the person legally most responsible for the critical first linkage with the federal government was willfully and knowingly left out of the Oval Office critical loop. There is clear evidence that the President men had consolidated the de facto FEMA function under the New NORTHCOM structure.

FEMA as such, appears to have already been reduced by the Homeland Security a shell agency. The forward NORTHCOM and US Space Command units already in New Orleans in front of Katrina were not even communicating with the local FEMA officers.

Thousands of African Americans foot soldiers, many Black college students from all over the country have come to joint the battle to rebuild Black New Orleans brick by brick with their own hands. Led by the organizers of the Million More March on Washington, a new layer of politicize African Americans students are jointing the ranks of freedom fighters on the front lines in the ghettos of New Orleans.

The primary goal of the students is to joint with ACORN, a national organization of working-class homeowners and tents that is fighting the triage of black community in New Orleans in order to create a mass Katrina petrochemical waste dump in the Ninth Ward. Thousands of Black owned homes are being rebuilt in African American communities in the city. ACORN is allied with AFL-CIO, NACCP and other civil rights groups to take the political fight to Bring New Orleans Back (BNOB), Joseph Canizaro, the Bush Administration and other oil lobby front groups in New Orleans.

According to Newsweek March 27, the National Urban League and the NAACP is providing both financial support and political orientation. Spring break in New Olreans is also setting the stage for the up coming city elections, which are being watched by the world. These students are internationalizing the New Orleans struggle, while creating a new layer of critical support in other North American cities.

According to Newsweek a group called the Neo-Underground Railroad has enlisted students at campuses nationwide to confront record companies and Hollywood studies with letters protesting the glorification of violent, degrading stereotypes of African-Americans in music and movies.

The Neo-Underground is moving to joint the battle for Black New Orleans. According to the Newsweek article, “ Neo-Underground students are guiding residents through bureaucratic swamps—helping them to understand their legal right and assisting them in filling out stacks of insurance.”

Yet to joint the New Orleans resistance movement is the major anti- oil lobby northern law schools. The people of New Olreans are entitling to billions of dollars of compensation from the oil and chemical companies. The legal cases need to be developed and prepared by law students taskforces around the country.

After 500 years of human blood, sweat and tears investments in the city of New Orleans, its culture and spirit, the descendants of the slaves who built the city, have been given walking money and a ride to the next state and told, “You don’t live here anymore”. For the last six months, the oil companies and the Bush administration have tried to force Black American from the homes in New Orleans.

Now things are changing in New Orleans, in part do to students, turned freedom fighters.

According to the very out spoken mayor of New Orleans the city will only be allowed by the Oval Office to grow to 200,000 people from the currently level of only has a population of around 75,000 people.

That is a depopulation of 300,000 people in the city of New Orleans. Another 300,000 people already depopulated from the New Orleans metropolitan area will not return. The regional population will be reduced to 700,000 from 1.3 million people.

Less than 14 perecent of the 350,000 African Americans who once lived in New Orleans remain in the city today.

Most of the region’s depopulated segments are children’s, geriatric, unskilled, structurally unemployable, working poor people, homeless and African American families. Over one million people were made homeless and/or jobless by the flooding of New Orleans and the hurricanes Katrina and Rita. These mostly Black segments will not be allowed to return to the city of New Orleans or the region.

This economic scenario is clearly the direct consequence of the nature and design of federal funding for small business and housing. Black depopulation is de facto blackout out of mainstream media reporting of New Orleans. Keeping Blacks from returning home is a key part of the post-Katrina oil lobby plan commonly referred to as the Vision 2020 master plan.

During the past six-month Black Americans freedom fighters have fought a quiet underground war, jointed by some White students to help people return to New Olreans and rebuild their community.

Reopening Franklin High School was one of a few moral victories during the lost of 93 public schools and one major university in the city of New Orleans.

Franklin high school leaders were initially shock that the Oval Office was leaving it to die. Given it strategic importance to the public schools reform movement in New Orleans and the President’s no student left behind national policy the Franklin leadership could not believe at first it was on the Oval Office kill list. (See Nubianobserver “Operation Black Phoenix”)

After the failure of the President to send aid for a week and the federal military cordon sanitaire and ruthless forced depopulation of Ninth Ward and East Bank of sections of New Orleans by the NORTHCOM forces, most illusions were replaced with the reality of the Oval Office policy set in for the Franklin high leadership.

The high school leadership soon realized the political imperative of reopening Franklin in order to fight the nightmare of the Oval Office recovery policy. While the Oval Office and nation honor Rosa Parks, the resistance movement to save Franklin high was gaining force and freedom fighter started to engage the NORTHCOM forces in the secret battle to rescue Franklin high from the US Department of Education and Homeland Security control.

The high school students and faulty, the Franklin community, the University of New Orleans and the Black community have to date successfully fought to regain political control of Franklin High School that will reopen in January. Franklin high victory set
the stage for other inner city schools to be forced opened as trauma centers and then
later as operational schools.

Once the school for rich white children and New Orleans elite, now Benjamin Franklin High, a.k.a. Franklin Carter School is the defender of African American intellectual excellence and the brightest hope for the return of many of the 60,000 displaced Black students of New Orleans and the 100,000 displaced students of the metropolitan region.

Benjamin Franklin high school after losing it library, cafeteria, computers, sports equipment and the recently repaired gymnasium floor to flooding, mud and mold, raise again from the hit list of US Department of Education and avoid assassination, like a Black Phoenix.

Franklin high has emerged as a beacon of hope and a base of operation for the next phase of the battle to retake New Orleans from the oil companies control and the Bush Administrative. More public schools will be forced open as the Black communities recovery. The future of Black New Orleans is hanging in the balance. A critical mass of housing unit must be rebuild or the communities will be turned into toxic waste dumps saving the oil companies billions of dollars of clean-up costs.

The battle for Black New Orleans is now centered around rebuilding a critical amount of housing units in the target Black communities areas of the planned open parks, i.e. toxic waste dumps, to save the African American communities from being taken by the city and oil companies. The students and other urban freedom fighters are working right under the yet to be repaired levees the inundated 80 percent of the city.

Time is running out, last than two month remain before the start the 2006 hurricane and rainy seasons in the Gulf of Mexico. Powerful hurricanes are cycling in from Africa. (see Nubianobserver " African Roots of Katrina's Power")

Newsweek reveals the illegal deployment of US Space Command satellites and ground units before Katrina

Newsweek breaks the silence on the deployment of US Space Command forces by the White House in New Orleans

In a shocking and revealing March 27, 2006 article “Katrina The Scapegoat”, Mark Hosenball broke the official media blackout of the existence of pre-positioned US Space Command satellite surveillance over New Orleans and the Northern Gulf of Mexico.

The Oval Office, via the US military watched the flooding of New Orleans from the very beginning and did nothing. The US Space multi billion satellites provided real-time alive video of a 200-mile wide event. The March 27, 2006 article “Katrina The Scapegoat”, Newsweek article clearly shows to the America public just how early the Oval Office, US military and FEMA knew about the 17th levee problem.

Newsweek continues to hide the full story of the US Space Command role.

What is the real truth being hidden from African Americans about FEMA and the US military takeover of New Orleans? FEMA’s federal first responder role had illegally already been integration into the NORTHCOM pre Katrina forward deployments. The reason there was only one FEMA official operative in New Orleans the day before Katrina came ashore was because scores of NORTHCOM and US Space units were already illegally operating in the city.

According to Hosenball Newsweek article—“ unnamed policymakers were told the damage to New Orleans might be wore than depicted (from ground reports) on TV (the day of the storm). In an e-mail to Homeland Deputy Secretary Michael Jackson at 11:05 p.m., Patrick Rhode, a top aides to FEMA chief Michael Brow…described a 200-yard levee breach near Lake Pontchartrian, that people were being rescued from housetops, that there were “unconfirmed random body sighting’ and that 60 percent of the seemed flooded.” The FEMA chief of staff and deputy chief of staff were reportedly already process active intelligence from early in the day. “Still HLS spokesmen were reporting getting conflicting information”.

In the March/April 2006 E Magazine, “Arsenic and Old waste” by Jim Motavalli reports that the US Department of Environmental Protection was able to monitor inundation of Katrina flood water within 25 feet of Dupont chemical plant in Mississippi and other mission critical oil and chemical plants using US military satellites . Officially FEMA has only one field agent, left behind in city of New Orleans and no communication uplink or center.

The blast winds and rain from Katrina destroyed most of the communication infrastructure in the New Orleans, cloud cover did not allow for new network satellite observation. FEMA provide the Red Cross and other agencies with all-weather communication uplink from entering the region. The only way from FEMA to have known about events across a two hundred mile range was by use of the US Space Command. Officially the US Space Command and other federal forces and agencies were not deployed until September 3,2006.


FEMA, Homeland Security, the NORTHCOM, FBI and 20 other federal agencies were under direct orders from the Oval Office not to provide any assistance to storm victims until Governor Blanco surrendered the National Guard to the Oval Office. History will record; these Oval Office orders were followed to the letter by all federal agencies and the US military NORTHCOM.

The first few hours after Katrina would be critical to setting up the ground and water military escape routes for the rescue and rapid deployment of forces into hard hit locations like the low 9th ward and the Super Dome.
The local forces and National Guard were forced to operate in the dark, some time with little or no communications for days at a time.

As part of the ruthless Plan B, the Oval Office ordered Homeland Security operatives refuse to allow the American Red Cross or Salvation Army forces into New Orleans. This was done in part to keep the space-based communication infrastructure of the two agencies from breaking the Oval Office’s Condon santaire of New Orleans.
According to the FEMA master plan for New Orleans, US Space Command communications forward ground units were to create a physical uplink to access space-based communication platform for all military and rescue forces i.e. US and state National Guard, regional Guards, local forces.

This unified all weather New Orleans regional space based communication system was agreed to be functional before Katrina came ashore. Everyone knew Katrina’s 178 mph blastwinds would destroy most ground communication in southern Louisiana. President Bush, the US military, Homeland Security and FEMA used the New Orleans uplink board Air Force One the morning Katrina hit New Orleans. The US military New Orleans uplink was used to show off the communication power of the NORTHCOM and US Space vs. the weak Louisiana State National Guard communications uplink. This performance was conducted an hour after Katrina blasts winds of over 178 mph destroyed the New Orleans regional communication grid. A select group of local officials and press were on Air Forces with President Bush for the media event and photo sessions.

Oval Office negotiators tried and failed against the morning of the storm landing to pressure Governor team fighting federalization used this lack of a functional communication grid.

Mid-Morning after Katrina came ashore the President, Vice President, Secretary of Defense, NORTHCOM participated in a Katrina video conference with federal and state official from Air Force One, while thousand of New Orleans citizen were waiting on there roofs from rescue.

Oil companies and even private hotels were allow to used the US military network, the President refused to allow the Louisiana national Guard, New Orleans Police and other local agencies use.

The Oval Office refused NORTHCOM field commanders and victim’s requests to even air drop satellites phones into New Orleans.

Real eyes in the sky over New Orleans GMTI
A critical element of the National Guard/US Space Command uplink was the Ground moving target Indicator (GMTI) satellite network, which would allow the Louisiana National Command to view in real time video feed, the entire region of southern Louisiana and were the flood waters were and the rate they were spreading. GMTI also would allow management the critical landing zones in and around the flooded areas of New Orleans to rapidly move thousands of citizens out of the spreading floor water.

The GMTI core satellites layers allowed President, Vice President, Departmental secretaries and the Oval Office watched live video feeds 24/7 of the collapse of communication grid. They could hear the New Orleans Police Department transmissions and 911 calls begging for help.

The Oval Office used this human drama of Americans children dying to try and pressure the Governor’s team.

More importantly, the GMITI allowed the US Department of Environmental Protection to locate track oil and chemical spill and flood inundations of 350 oil and chemical facilities in the storm footprint.

The GMTI would also allow the National Guard field commanders to make field adjustments to deployment to maximize the effectiveness the 7,000 forces in the field while President Bush made up his mind to join the fight.

Why then are the most powerful newspapers in Northern America still beating up Mr. Brown the obvious Oliver North fall guy of the failed Oval Office Coup, in their editorial articles and not the spooks in Oval Office cabal who gave Mr. Brown the orders to do nothing? Mr. Brown, FEMA, the Department of Homeland Security, the US military’s NORTHCOM charged with protection the homeland and 20 other federal agencies stood by locked and loaded, like good Germans soldiers, and collectively watched other Americans at risk for four day and did nothing while the city of New Orleans flooded and thousands of its people died on national TV.

Oval Office orchestrated Confusion
Contrary to official media misinformation and lies there was no confusion in the Oval Office, NEC or the Joint Chiefs of staff about the militarization of FEMA role or the strategic importance of taking control of the Louisiana State National Guard as a precondition for controlling the storm recovery and awarding of politically based post-Katrina reconstruction contracts.

Access to the powerful US military satellite communication network was a critical key to taking control of the Louisiana State National Guard and New Orleans relief efforts. Critical elements of the Louisiana National Guard ground uplink infrastructure (staff and phones) were being used in Iraq seriously restricting the states ability to deploy and coordinate seriously reduced its forces. Lack the use of the military space-based communication platform, National Guard mobility and effectiveness was seriously degraded

Denial of access to the US military communication grid was a critical aspect of the Bush endgame plan to use pro Bush elements within the Louisiana National Guard command to pressure the Governor of Louisiana into submission.

Lacking access to the US military space-based communication platform, local Louisiana forces could not effectively communicate with each other, during the critical first hours and day after the storm come ashore. According to the FEMA master plan 30,000 to 60,000 Americans were projected to die in the first 72 hours.

Lack of access to this US military communication platform directly contributed to lose of thousands of American citizens’ lives and over a million homeless and internally displaced American refugees, who happened to be mostly Black.

Michele D. Brown, who was asked to leave as director of the Federal Emergency Management Agency stated to a open session Congressional committee on Tuesday 9/27/05, that he had warned the White House of impending disaster (New Orleans flooding) several days before the storm (Katrina) struck. Mr. Brow also said that he had warned Andrew H. Card Jr., President Bush’s chief of staff, at least three days before the hurricane hit New Orleans on Aug.28. Mr. Brown and Congress have been very careful not to ask about his role in the federalization talks between the Oval Office and the Governor of Louisiana.

Mr. Brown to date has not yet revealed the NORTHCOM take over of the FEMA first responder’s role. Admiral Keating revealed the forward prepositionning of NORTHCOM in a press briefing on September 9, 2005. These illegal US military units by passed both FEMA and Homeland Security command and control and reported directly to Admiral Keating command and the Oval Office. This was an open and dangerous violation of the Posse Comitatus Act.

Responding directly to Mr. Brown’s Congressional statements, Scott McClellan, the White House spokesman, issued a statement Tuesday night that said, in part; “Yes, we were very focused on it (Katrina). We were acting ahead of the storm because we recognized it was an extremely dangerous hurricane.” Acting ahead of the storm, NORTHCOM and US Space Command had illegally prepostioned US military personal and fleet of military satellites to layer the New Orleans region. The US military had also illegally prepositioned Special Forces, reconnaissance and communication units in the Northern Gulf region.

Oval Office secret military plan
The Bush administration secret military plan was to the artificially created a Black crisis at the Super Dome and Convention Center and then leverage ground zero intelligence of the deepening human crisis. These kinds of staged life and death dramas events are very common in oil rich African countries.

This super powerful US military communication platform and federal troops would be offered in negotiations with the Governor of Louisiana. By threatening to refuse to allow use of the US military communication network, the Bush hoped to add pressure on the Governor to federalized her forces. Federal military support would only come after the various states, Texas, Louisiana, Alabama and Mississippi agreed to sign on to federalization of their National Guard forces under direct US military command.

This political power move was triggered by massive negative network reporting of hundred of massive oil links in the New Orleans region. Based on a last minute Bush administration and NORTHCOM change of the federal component of FEMA 2005 master for immediate federal hurricane aid. The FEMA 2005 master plan called for the US military to come under the command and control of the various state National Guard general staff and field commanders.

The secret Oval Office plan called for rather than work with the National Guard fight the storm head on; the federal forces would get out of the way of Katrina (i.e. wait until the local communication grid was degraded) and then deploy US military forces right after the storm passed. The secret Oval Office plan necessitated forward positioning of communication and Special Forces, in order for US Space to show case its power unified command and control capability to coordination and integration of all the major branch of the military, in addition to units from 40 different State National Guard forces.

The Oval Office hoped that after local Louisiana ground coordinate ground communication were destroyed by the storms destructive blast winds, the National Guard would be forces to submit to federalization, just to deploy it small force region force. Then the NORTHCOM commanded by Admiral Keating would bring massive federal rescues forces to bear on the city of New Orleans and other crisis areas in the region.

The eye of the storm missed New Orleans and the windblasts were only 90 mph, not the 178 mph blasts that hit destroyed Blisix, Mississippi over a hundred miles away to the northeast.

Critical to the Oval Office secrets military plan was taking total control of recovery and reconstruction and the awarding of the billions dollars of post-Katrina federal aid. The New York City based Oil and Chemical multinationals were very concern about a potential trillion dollar personal claim from the tons of toxic waste linked into the Mississippi River and city water system following the storm.

The Governor Office apparently throw the dice betting that the killer storm would turn north at the last minute because of the strong easterly Northern Gulf current and the cooler water protecting the approach to the New Olean basin. When Katrina in fact turned north and missed a direct hit on New Orleans, the Oval Office immediately move to Plan B, were was a total stand down and reused of federal assistance.

However, the Governor also knew that billions of dollars of federal Katrina reconstruction contracts had already been signed in Washington as Katrina cross the Gulf of Mexico. President Bush needed total control of the contract awarding process to make good on his political contracts already awarded and signed in Washington before Katrina came ashore in the Northern Gulf.

Because the Governor of Louisiana strongly resisted the Bush secrete takeover plan, the state National Guard was forced to battle Katrina and city wide flooding by itself with most of its critical all weather satellite communication equipment in Iraq. President Bush staff knew the serious communication limitations of the Louisiana National Guard, because they ordered that the Louisiana National Guard equipment be left in southern Iraq.

Critical Time lost cost thousands of lives
The President tried, but failed to blackmail the Governor of Louisiana to submit to his political will and request to surrender all military control of the Louisiana National Guard before the storm came ashore. The fail Oval Office federalization coup d’ estat of Louisiana’s National Guard wasted critical storm preparation time and thousands of lives.

This Louisiana/Oval Office political struggle around federalization, not confusion between federal, state and local forces integration was the primary reasons for the slow deployment and poor coordination of federal forces over the first four days.

According to the Wall Street Journal, NORTHCOM and Space Command units were on the ground and in position for a week ahead of the storm.

Satellite communication uplink infrastructure deployed before storm, was ordered by President not to be turned on.

Thousands of Americans, mostly Black children have unnecessarily lost their lives. A million other were made homeless, and hundreds of thousand of flood victims now face certain destitution.

In exchange for Mr. Brown’s silence in his congressional testimony, about the illegal militarization of FEMA function Mr. Michele Brown the former FEMA is been given so far legal protection by the Bush Administration from any real criminal charges until they leave office in 2009 if the Republican lose the Oval Office. A Brown show trial may be political necessary to take pressure of the Oval Office spooks.

The Oval Office is trying to use the George Tenet fall guy methodology for controlled of critical information for the next phase in the Bush/Cheney political cover-up of their criminal activities in New Orleans.

Cards, Libby and Rove and longtime Cheney aides David Addington and John Hannah were the key insiders’ players in the Bush/Cheney criminal attempt to federalized Louisiana State National Guard forces during the flooding of New Orleans. They kept the stand down ordered in force over Admiral Keating and his locked and loaded forces for over four days before, during and after Katrina stormed came ashore in the Northern Gulf.

Many of these Oval Office spooks directly responsible for masterminding the federalization plan, are now looking for a political cover like the CIA leak to justified leaving the Bush Administration before the criminal indictments come down for the abuse of power and state terrorism in New Orleans.

The critical role-played by the Joint Chiefs of Staff and US Space in the attempted to take over of the Louisiana National Guard in the early phase before the storm came ashore in Mississippi is slowly building into a political ground swell within the General Powell networks inside the military.

Former Secretary of State C.Powell’s chief of staff attacks on the “Oval Office Cabal” and the Senate closed session over intelligence Bush used to justified the war are part of a growing grass root movement building around New Orleans the German storm trooper role the US military was unwillingly forced to play by the Oval Office Cabal.

Presidential order
Mr. Brown’s open session Congressional statements and the White house and mainstream media blaming and attacks provide a rich field of insider information about the failure and political economy of Katrina. Mr. Brown’s Congressional statement also creates the clearest evidence for the immediate removal of the president, vice president, secretaries of defense, state and homeland security.
Former head of FEMA, Mr. Brown, the person legally most responsible for the critical first linkage with the federal government was willfully and knowingly left out of the Oval Office critical loop. There is clear evidence that the President men had consolidated the de facto FEMA function under the New NORTHCOM structure.

FEMA as such, appears to have already been reduced by the Homeland Security a shell agency. The forward NORTHCOM and US Space Command units already in New Orleans in front of Katrina were not even communicating with the local FEMA officers.
According to the New York Times, the lone FEMA officer left on his own in New Orleans in front of Katrina was order by FEMA officials in the Oval Office network in Washington to leave the city.

He reportedly was totally unaware of US military units deployed in the city before the storm.

FEMA under US military control
If Mr. Brown closed door congressional statements are found to be true, President Bush, Michael Chertoff and his other top aides should stand trail for mass murder, high treason and state terrorism.

Mr. Brown statements suggest that top leadership of the federal government charged with the task of providing first responders aid to state and local rescue has pushed him out the critical information loop and was left helpless by Homeland Security and the Department of Defense.

Suppression of the FEMA fuction , US Space Command primary function
The New York Times and other mainstream media have completely blacked out any reference or coverage of the critical FEMA/US Space uplink critical task clearly outlined and agreed to in the FEMA 2005 hurricane master plan.

The New York Times in its ruthless attack on Brown’s behavior before and during the critical hours of Katrina coming ashore in New Orleans region never once addressed the failure of US Space Command ground units to provide communication services to local forces before the storm, as the FEMA 2005 hurricane master plan clearly specified.

Mainstream media out of fear of the reaction of the US military element of the Oval Office cabal has to date refused to cover the failed satellite uplink task aspect of the Bush secret plan to pressure the Louisiana Governor to federalize her National Guard.

The space-based military phones that FEMA, Space Command and NORTHCOM and other state National Guard had in the region were not given to Louisianan local forces to replace their satellite phones taken and order by the Oval Office left in southern Iraq. Even after the Katrina had passed through the city, no satellite phones were even air dropped to local rescue forces by the US military or Homeland security.

NORTHCOM/US Space Command had agreed as a backup to supply New Orleans and the Louisiana National Guard replacement advanced space-based communication for coordinating the initial rescue operations before, during and immediately following the Hurricane Katrina.

Homeland Security officers voided the orders for additional satellite phones. NORTHCOM field commanders requests phone from NORTHCOM and Homeland Security headquarters before the storm hit. They were ordered by the Oval Office to stand down while federalization negotiations were in process with the Governor of Louisiana.

Use of US Space communication in the opening phase of Katrina would allow the all ground and sea forces to maintain communication during the 145 mile per hour winds and storm surge.

The first few hours after Katrina

Contrary to press reports, there was no confusion on the part of the Oval Office in terms of the communication grid or access. The President refused to allow the National Guard to interface communication grids as part of a political endgame to pressure the Governor of Louisiana to federalized her army.

Admiral Keating, his general staff and other base commanders helplessly watched as the New Orleans military communication grid went off line.

This refusal by the President becomes even more critical when the National Guard main forward operational center and critical transition assets were flooded out in New Orleans. National Guard forces were forces to regroup and deploy with little communication as the flooding spread deeper into the city at night.

During the first hours after the 17th Street rupture, many citizens lives in New Orleans were unnecessary lost that could have been saved by GMITI night operational helicopter units. National Guard helicopters were unable to deploy because of the lack night communication infrastructure. The Oval Office monitor the Louisiana National Guard struggles via illegal forward ground forces in New Orleans and US military spy satellites listening in on National Guard communications grids.

US Space Command, US Storm Troopers
Critical post Katrina preparation and evacuation time was wasted by the Oval Office while Bush’s federalization team tried to have his way with the Governor of Louisiana and the Louisiana National Guard forces.

The critical three elements of the Katrina defense plan was lost with the failure to create all weather space-based communication interfaces before, during and immediately following the storm passing. Everyone in hurricane planning knew that the storm would destroy the New Orleans ground communication grid and police and National Guard forces would need massive amount of bandwidth to communicate on what was left of the communication infrastructure.

The local FEMA forward elements, according to the 2005 master plan would linkup with the local city; country and states rescue agencies alone with the forward NORTHCOM forces already on the ground before the storm.

FEMA task of conduct the initial needs assessment and crisis/ rescues interventions were lost to the lack of field communication with local agencies.

Other southern regional National Guards and federal forces would be deploying under the direction to the Louisiana National Guard commanders to areas as need. Communications was a mission critical aspect of integrating and deploying other states National Guard unit into a crisis region.

The one of FEMA first tasks was to immediately interface with the US Space Command ground teams to create a massive space-based communication uplink to replace the down communication grid in New Orleans.

Because of the Oval Office orders, not infrastructure or phones in the region, this critical task would have to wait four day. Thousand of live would be lost because forces could not communication with each other’s. These facts are commonly known by the mainstream newspapers like the New York Times, but still remain blacked out of their coverage or analysis for fear of opening a serious discussion of US Space Command role.

The New York Times and other press have focused attacks on Mr. Brown and the shell agency called FEMA, but not the over funded US Space Command that reports to the Joint chief of staff, secretary of Defense, the Vice President, secretary of Homeland security and some times to the President, never to FEMA.

The New York Times knows that any serious coverage of the President order to refused Space communications to Louisiana and the city of New Orleans open the question of the legal issue of the Doctrine of Sovereign Immunity. The black American industrial workforce is now disappearing. After 30 years of cannibalization by deindustrialization and outsourcing, the African American skilled workforce has passed the point of critical mass of critical survival both in terms of total numbers and skill levels. China and Asian are the white man’s industrial slaves.

Are young black and white workers useless mouths?

The critical, yet little report fact in the February 9, 2005 U.S. Commerce Department was the fact that additional strategic amount of U.S. manufacturing capability has been willfully cannibalized, abandoned or relocated overseas by American multinationals.

This reduction was done in order to further take advantage of Asian slave labor and modern Asian infrastructure rather than build advanced digitalized manufacturing infrastructure in North America.

Expanding modern advanced digitalized manufacturing infrastructure in the U.S. would put the multinational trillion dollar labor intensive infrastructure in Asia at serious risk and reduce the need for Asian imports.

As a direct consequence of this capability reduction, America manufacturing continues to be more and more constricted and retarded.

This is creating a false economics for cannibalization of future U.S. capability. A new and powerful industrial policy fault line is emerging between smaller American firms around this issue.

Leading American multinationals like Delphi who is closing ten more U.S. auto parts manufacturing plants this year in the U.S. Delphi is expanding operations at 13 new modern plants in China and transferring critical core production technologies.

Delphi is trying to position its Chinese plants to brake into the lucrative German and Japanese auto supply chains. This Asian relocation policy by Delphi and other auto parts manufactures is opening the door wide to China capture of increase market share of the 1.3 trillion-auto parts industry.

At the same time, the door is being closed to increasing numbers of young American potential industrial auto part workers.

Since Delphi separated from GM, Delphi U.S. labor force has shrunk from more than 40,000 in 2000 to 31,000 people at the end of 2004. Delphi now has 76,000 employees in Mexico and South America. Because of the planned lack of investment in modern final assembly manufacturing platforms in North America, U.S. manufacturing continues to be artificially retarded and increasingly reduced and limited to mainly providing product design and engineering and key value added components and sub-assemblies that cannot be produced in Asia or other final assembly locations around the world.

As a direct consequence of this lack of integrated all phase digitalized manufacturing platforms in North America, the new tidal waves of 1.7 trillion foreign imports are pushing unabated into what remains of American labor intensive advanced manufacturing.

Remaining U.S. manufacturing is being forced into make a retarded transition to a digitalized integrated design-engineering platform in order to remain completive. This retardation or limitation of their manufacturing inputs to design and first phase product development functions puts them at serious risk of being replaced by Asians counterparts being trained within their supply chains. Also, many smaller American supply chains partners are being forced out of business.

Black youth and entry-level employees are being triaged to consolidate and migrate U.S. what remains of advanced manufacturing. As we will see below, most of the increase of U.S. trade with China, Canada and Mexico is not finished goods, but components and sub-assembly that returns to America as imports.

There is a deadly slave triangular backdoor sub-assembly trade growing between China, Canada and Mexico in components and sub-assemble and final assemble that end up in America as cheap imports. The strategic aspects of this triangular backdoor sub-assembly trade are hidden in the U.S. Commerce Department.

Over 30 per cent of Canada exports to China are sub-assemblies, returning to the U.S. via Canadian or Mexican exports to the U.S. Almost 50 per cent of the 617 billion American trade deficit is accounted for in the 274 billion deficits with just China, Canada and Mexico countries. There are few articles connecting the economic dots of the emerging China, Canada and Mexico triangular trade. As stated above, in the case of Delphi, the closing of Americans takes on a whole different meaning when viewed in the context of not just Delphi operations in Chinese, but also Canada, Mexico and Southern America.

China and Asian triangular trade with Canada and Mexico account for most of the increase trade deficit and is the new paradigm to use in order to understanding the deepening trade problem.

Delphi type of manufacturing integration, using Chinese final assemble platforms is a common model in Asian, but it is now moving to other regions of the world. Its import also, not to miss the context of China in the slave political economy.

Americans tend to still think of China in terms of an Asian nation-state and a few American companies like Wal-Mart, that is an out of date, limited and dangerous paradigm. China’s power is reaching into to the political economy of Europe in a real way.

Europe is to the political economy of Africa, what the U.S. is the political economy of the Americas. China is also reaching into the Middle East and East Africa oil political economy.

The best news about the U.S. Commerce Department report on Trade is the fact that China is increasing forced out of economic necessity to use larger and increasing amounts of foreign value added components and sub-assemblies, in order to penetrate deeper into advanced high tech export sectors of the U.S. and Western Europe. This growing value added limitation clearly demonstrates China basic industrial weakness.

The so-called Chinese discount is based on super thin final assembly margins, and leveraging manufacturing efficiently or productivity. The Chinese value-added crisis also exposes one of the critical importances to China of the lifting of the European arms embargo to China's long-term industrial growth.

The little reported fact that Chinese manufacturing is reaching its upper technological and infrastructure limits is made clear and transparent for all to see, even by China’s friends at Wharton School.

The more advance, high tech and value added the Chinese export product, the more components China must import, before they can start final assemble. Even an aggressive Communist country like China that is schooled in strategic investments and strategic industries, is starting to run into the negative limitations of slave labor economics, that is a serious shortage of skilled labor, infrastructure and advanced technology.

The strategic value of new European business partners will allow China new accesses to core technologies and also the ability to integrate the emerging slave labor platforms in the former Soviet bloc states of eastern Europe into the Chinese supply chain. A new wave of European partnerships will allow the Chinese government and firms increase leverage against older British, Japanese and American multinationals.

The new Chinese slave wages structure emerging in the intercity of the U.S., have effectively removed the youth African American father as a functional economic member of the black family. American lower level wages remains repressed.

The black American industrial workforce is now disappearing. The perfect storm of India/Chinese gathering in the U.S. service sector outsourcing poses a seriously threat to the single head of households, which make up 70 per cent of black young households.

The Financial Times of London is leading the charge to try and connect the dots between outsourcing and the additional pressures faced by older workers (and black youth) in trying to make a rapid transition to a higher education based virtual service economy. Currently the Wall Street Journal jointed the emerging debate, carrying a pro Bush article

“The War on the War on Poverty” in which it noted that 100 million Americans were clients of the federal government and attacking the failure of the Europe model of the welfare state. No connections were made to China or outsourcing, but the reader was left thinking were the new Bush (economic) dynamism would come from to encourage and empower the poor to joint the “cowboy capitalism” of the WSJ.

Black newspapers and journals appear to fear reporting on Chinese slave labor, much less its relationship to African American employment (or lack of) crisis.

There are more African American youth in jail than in senior colleges. The next generation of W.E.B. Dubois’s talented tenth youth is being retarded by the dysfunctional educational culture of the so-called black Bay Bay kids and the collapse of public school funding. This is happening at the same time that foreign value added imports are driving up the educational bar for most employment.

This is evidenced by the fact that less than 20 per cent of black youth, 16-19 years of age are in the workforce. Official government youth unemployed in 1.7 million, but only 1 in 5 black youth officially are working.

The degree of black youth out of the workforce can best be understood in terms of 1.7 trillion dollar of foreign imports in general and the particular pressures that value added Chinese, Canada and Mexican imports put on limiting local manufacturing and youth employment.

Beyond the well documented and deepening challenges faced by African Americans in basic computer literacy, the lack of developed critical thinking skills and expression in a paperless, virtual industrial culture is alarming.

In a blistering critique of American schools before the Governors Association, Bill Gates, the chairman of Microsoft said American high schools are obsolete” and are ruining the lives of millions of Americans ever year”. Mr. Gates said, “ In district after district, wealthy white kids are taught Algebra II while low-income minority kids are taught to balance checkbooks”. Gov. Mark Warner of Virginia chairman’s of the association, said, “The economic ramifications of that (poor schooling) could be devastating to our country.” This lack of writing skills, along with growing weakness in mathematics and sciences has been a primary finding of the annual national SAT testing for years.

The new essay format of the SAT’s will expose the high degree of this writing weakness starting with the March testing session. As a consequence, fewer African American students will passed the SATs.

As stated above, the perfect storm of India/Chinese gathering in the U.S. service sector outsourcing poses a new and serious threat to Black employment in service sector employment which is increasing based on business and administrative software literacy. The fact that the India/Chinese service sector outsourcing model is Internet-based creates a new deadly threat to service sector employment that is not being addresses in American high school education. The new massive targeting of corporate back office services by high tech Indian /Chinese services imports to America, has is further weaken, an already fragile synergies of urban business education, i.e. mathematics, business office software applications and post high school employment.

That is, what remain have American manufacturing and service support jobs; increasing requires higher levels of both education and skills training. Chinese cheap imports particularly reexported finish goods attack the need for local final assembly and support jobs. The local final assembly and support jobs that survive the imports require post high school levels of skills training.

The new push to import foreign students, particularly in science and engineering, is an attempt to mask the growing need for educated young American workers. For Black youth the cheap Chinese value added imports, taxes the weaknesses in their educational preparation and limits their opportunities to get local final assembly and support jobs.

Studies of the structure of Chinese/U.S trade suggest that a 250,000-job displacement (mostly manufacturing) took place in 2004 due directly to the toxicity Chinese imports and the massive 162 billion Chinese trade deficit in 2004.

This toxicity had a serious impact on youth employment in the intercity. The 196 billion of Chinese imports is the single largest component and most toxic aspect of the 1.7 trillion tide wave of imports, given China relationship to mega distribution powers like Wal-Mart and the value added nature of most Chinese imports to the U.S. Chinese imports attacks labor intensive local manufacturing, specificity scales labor intensive final assembly plants with below market cheap products.

Under attack from cheap Chinese imports, most U.S. manufacturing companies are increasing force into a fallback position to limit domestic production to value added components and sub-assembles, final assembly is the first element of U.S. manufacturing triaged. This is the same element that most impacts black youth.

Missing from the U.S. Commerce Department report on China Trade was any comments on the super cheap Chinese slave wages.

According to BusinessWeek, The U.S. Department of Labor has created a wages cost model of China, on 65 cent per hour for urban labor and 48 cent for agriculture labor.

There are reports of Chinese still working in the interior for a dollar a day. The higher toxicity (lack of consumption) of China trade is based on the fact that Chinese industrial wages averaging 65 cent, are some of the lowest in the world. Chinese workers are able to leverage over a trillion of modern infrastructure, with their super low wages.

Chinese workers are forced to save 40 per cent of their take home pay for pension, children education and health care expensive. While 335 million Chinese cell phones sound impressive, most is cheap 20 dollar a monthly Voice over the Internet connections. This is the equivalent of 67 million American cell phone at 100 dollars a month or what black America spends on wireless phones.

Chinese workers and their family are operating 39 cent an hour, super low slave wages. There is simply not much left in a Chinese budget to buy American valued added finish imports. Much of U.S. exports to China is in fact not finish goods or products, but components and sub-assembles.

The fact that Chinese/US trade ratio (toxicity) is the highest in American history, masked the myth of the allure of Chinese domestic consumption.

The critical, yet little reported fact is that only 15 per cent of the Chinese population having any health coverage, the export trade toxicity fails to measure the immediate health risks both in terms of the Chinese people and the world community directly related to lack of any meaningful national heath infrastructure either human or plant and equipment.

If the Avian flu, i.e.H5N1 virus should take root in Chinese eastern coastal cities, the world would pay the price for China lack of heath infrastructure. Chinese people are terrified of the H5N1 virus. The Pearl River region, the most technologically advanced region in China in is reporting a 2 million worker shortage, because many workers, mainly young peasants female electric assembly workers, from inland regions, are refusing to return to the urban factories after going home on holiday, out of fear of reports of the H5N1 virus.

Local government and foreign multinationals operating in China to further penetrated American local markets use the money for the Chinese health system.

The so-called black Bay Bay kids and young urban parents are in fact increasing uneducated, untrained and unemployable second generation urban victims of Chinese trade deficits are at serious and deepening political risk.

The destruction of the critical educational role of entry level manufacturing, is the most important factor in the impact of Chinese trade. As stated above, Chinese imports further weaken, the already fragile critical thinking elements of urban public education, i.e. mathematics and sciences.

Chinese trade also, raises the educational bar beyond reach of many American youth and displaced workers. The Financial Times of London recently ran a series of articles that offered real insight into the employment challenges via an analysis of the educational needs of older undereducated unemployed American manufacturing workers, noting the additional pressures faced by them, (and black youth) in trying make a rapid transition to a higher education based virtual service economy.

The challenges are so great that the Financial Times reported movement in Congress to create a new styled national manpower program to address the training needs of former manufacturing workers.

Slave labor platforms like China, Mexico and Canada have leveraged their national currencies to buy up key small American companies in order to accesses core technologies and make it artificially cheap for multinationals to operated from their countries.

Smaller Asian industrialized countries central banks have resisted letting their currencies raise vs., the dollar, in part because China has fixed its yuan to the dollar.

This means that China is positioned to both take market share from and then flood other Asian economies with cheap imports, so long as the dollar keeps falling, and if the small countries let their currencies rise. There have been no real talks either in Washington or on Wall Street about major upward adjustments of either Mexico or Canada’s currencies against the dollar. With combined Canadian/Mexican imports into the U.S. of 412 billion, the time is near for a major push by Bush for currencies adjustments by Canada and Mexico.

The dollar sell off that is spending shocks through the international markets is part of a campaign by small value added Asian industrial countries like South Korea are quietly diversify their foreign reserve away from the U.S. dollar and away from U.S. multinationals Japanese and China controlled dollars transaction, in order to brake out of the slave labor box and try to transition their advance industrial base, before they are bankrupt with the falling dollar and/or cheap Chinese imports. Japan and China export economies size, allows them to play an endgame the small Asian economies are trying to avoid.

The illusion of the great Chinese domestic market and the time honored allure of China, in the case of Nokia are ending. The Nokia/Microsoft joint venture takes the value added cell phone to the next level of high tech and reduces Chinese domestic companies to bottom segment cell phone industry.

Nokia reports that it only has 21 per cent of the Chinese domestic market and 50 per cent of its China manufacturing is exported. Some of the leading firms around the world are coming to better understand there are major risks and limits to the allure of penetrating Chinese market.

Chinese companies are illegally using reverse engineering to copy and steal the core technologies from their Western joint venture partners. This stealing by Chinese manufacturers has cut profit margins to less than 3 per cent and seriously reduced market share in the domestic Chinese markets. Both the Korean and Japanese economies are being seriously affected by new waves of cheap Chinese copies.

This Chinese practice has led many Western firms to quietly start a new trend of disinvesting their critical manufacturing technologies in China. Scania, the word’s fifth-largest marker of heavy trucks, has ruled out manufacturing joint ventures in China.

The Japanese firm Cannon is consolidating its advanced next generation CIM manufacturing in Japan and abandoning future manufacturing expansion in China. South Korea’s top appliance makers, lead by Samsung Electronics, Asia’s biggest technology company are scaling back or suspending their production in China and moving to locate production in other markets outside of China.

The emerging limited access policy by some multinationals and national firms will seriously limit Chinese easy access manufacturing to the much-needed next generation digital production. The Financial Times reports that even inside China, “consumers are shifting to digital products”. Less than 15 per cent of domestic Chinese manufacture has been able to immediately transited to digitalized production. This means a major part of Chinese industrial base will be out of date in a few years. This fact is reflected in reports of increasing Chinese frustrations and failures to gain access to next generation high tech inputs and a new growing resistance within U.S. manufacturing to Chinese takeovers.

A preliminary review of India, Canadian and Mexico’s exports to the U.S., suggest that these countries are in additional to being China partners, is taking advantage of China lack of skilled labor and lack of digital infrastructure to increase their exports to both the U.S. and Europe. Mexico is reporting the best exports in five years. The Chinese import situation is very dynamic, but the new trends point to a window of opportunity for American companies to redress some long-standing issues.

The real 094 Chinese submarine threat

As the world and black communities remained emotionally transfixed in the after math of the daily reports of the cleanup of the New Orleans disaster, a year old underwater nuclear submarine cold war battle is raging over the United States military build up on Guam between the Chinese and American nuclear submarines that would make the film the “Hunt for Red October” look all to real and immediate.

There is a major change in the balance of power in the Pacific and a political paradigm shift caused by the long awaited emergence of the U.S. lead Asia missile defense shield and China’s new nuclear force. The Communist government of China is quietly increasing the total numbers of ICBMs and other nuclear missiles in order to try and maintain a nuclear retaliatory capability and credible minimal deterrent to Russia and the growing U.S. build up in Asia.

No one knows the planned number of new Chinese ICBMs and other nuclear missiles necessary to penetrate the shield. This strategic uncertainty is very dangerous. This is a clinical case of nuclear chicken, once played by the U.S. and Russia.
Calculus at ground zero

To overwhelm the ABM system; China is using a number of ICBM launch options, land (fixed and mobile) air and sea (surface and submarines). The sea platform option offer the best potential force survival and is the primary focus of this brief. As of this writing, China has two sea launch platforms, with the potential to launch three ICBM. There is a lot of disinformation about the Xia nuclear submarine being used as a cruise-armed attack submarine, but it was built to fire 12 ICBMs.

The scenario simulations are endless, but the calculus for the 094 missile submarine just launch at ground zero is very terrifying. Each Chinese 094-missile boat carries 16 ICBMs, which break up into six or more micro nuclear missiles. One launch can target 96 targets(16 x 6). One launch from a new Chinese 094 nuclear submarine is over three time the total amount ICBM missiles officially listed active in China today. Every major city on the Eastern United States and Europe could be destroyed by one launch, from one Chinese 094 missile boat on station in the North Atlantic. Western civilization as we now it could be reduced to the Stone Age.

The economic problem for producing the 094 is the fact that in order to leverage China’s massive economic of scale, the most aggressive Chinese 094-missile boat option would have to construct of 10-12 boats. In reality, only three boats would optional be on active station at any time to launch 38 missiles targeting 152 cities. This logic establishes the new paradigm and base line for Chinese nuclear planners are trying to create. The 094 has being on paper and in trails for years. So why the worry now. The 094 Chinese team added a French/German element.

Last summer the Financial Times of London in a major editorial said of the massing of seven U.S. carrier groups off eastern China, there is an increase possibility of a military miss-step over Taiwan. The strategic uncertainty is very much like the 1962 Cuban missile crisis. According to many accounts, Washington is not creating the necessary formal channels to communicate its missile defense interest to the Chinese. In my own opinion, the post Powell era, Bush Eurocentric ICBM policy team with super power arrogance refuses to respect the Chinese right to be a serious ICBM threat and as such are not taking the Chinese serious as a nuclear power. This is the same type of channel thinking that led Soviets super power mentality to miss read President John F. Kennedy’s will on the ICBM issue. Every Chinese submarine, particularly the missile boats that hit the water increases American uncertainty and challenges this misplaced arrogance. Every component added to the missile defense system adds to the Chinese uncertainty.

The findings of the President’s Independent Task Force on Chinese Military Power report and the established U.S. China threat doctrine has been shattered by the new Bush confrontational ICBM policy and new Chinese naval deployments. On October 13, 2004, a refitted Han class Chinese nuclear submarine, armed possibility with nuclear head cruise missiles, sailed some times undetected well westward of the forward U.S. nuclear submariner and air force military fortress on the island of Guam. The Han mission followed the July 2004 launch of the first of an unknown number of Chinese 094 nuclear ICBM submariner able to reach every city in North America and Western Europe.

The Han’s mission established a new Pear harbor forward operational range for Chinese attack submarines. The new multi billion ABM system appears to have failed to keep a lock on the Han submarine. Also, the mission appears to mark an aggressive change in China strategic use of nuclear-armed attack submarines. A total of 16-20 nuclear-armed Chinese submarines are planned to be deployed in the next few years, separate and part from the 094 missile boats. These additional Chinese attack submariners will overwhelm the U.S. navy’s logistical infrastructure.

American arrogance and short sightlessness.
The primary concern in Washington is not the hundreds of Asian cities already within the Chinese nuclear footprints of both nuclear-armed cruise missiles and ICBMs. U.S. concerns are said to over focus on the fact China 094 ICBM program potentially goes way beyond what the Bush planning group psychologically feels China’s needs for a credible deterrent. This American arrogant is viewed as being very dangerous and short sighted. While Russia deterrent is 2,000 ICBM missiles, down from 6,000, China only has is old and aging at 23 ICBM’s. The bankrupt rouge state of the Ukraine, with a real GNP of less than one mouth of China/US trade, has twice as many ICBM delivery vehicles as the Chinese.

The new U.S. Chinese missile projected paper numbers are 75-100 land –based ICBM’s. Using multiple warheads (MIRVs) and a factor of 6, 100 Chinese ICBMs could target 600 western cities and military infrastructure. Right now, China can target less 92 cities. Nothing is being said in Washington about a workable sea-based Chinese ICBM number, but 32 missiles or two 094-missile boats appear to be negotiable starting point with the Washington military think tanks.

There are growing concerns in North America that if China believes that a missile defense system gives the U.S. a large military advantage China may escalation to the point of a preemptively 1967 Israeli like attack on Taiwan or other targets before the missile defense system is in place.

If China feels significantly threatened, China may move to a “limited nuclear deterrence strategic doctrine”, much like Israeli, in which its missile deterrence would give China options to respond to any kind of attack.

As stated above, 10 boats and 160 launches and 960 cities. According to some reports from the Stimson Center, the Chinese are wary of not being drawn into a arm race with the U.S., but if necessary their military industrial economy could easy manufacture a 1,000 ICBMs. The strategic problem for the Chinese is not manufacturing ICBMs, but it how to best protect them.

The 094 submarine platform are China’s best option. While nuclear submariners are much more expensive, they are almost undetectable and would offer a total number of missiles eight time the total existing ICBM fleet. With the planned launches of two more 094 submarines between 2005 and three more by 2010 China will be able to maintain a permanent on station threat of 128 multiple warheads (MIRVs) in two locations some where first in the Pacific, India and final Atlantic Oceans. Given the ocean’s topography, detection and destruction of the Chinese missile boast will be difficult.

The critical questions being debated by military analysts around the world is how many missile boats will China actually build and deploy, in what time frame and for what reasons.

The other critical question under debate is whether China is moving to a first strike potential and posture. Using a manufacturing application of the Deng Xiaoping’s strategy, China is trying to hid its industrial capacity to build and assemble 094 missile boats and other submarines.

Better understanding the French and German participation is key to this question. Ending the European Arms embargo will shorten the time to sea of many Chinese naval projects. Finally, there are growing concerns about proliferation of the 094.

Missing from the U.S. national debate is the roles played by dual-use U.S. multinationals operating in China.

It’s a open secret that 80 per cent of China advanced manufacturing is controlled by foreign multinationals.

Many of the weapon system threading the 7th fleet are U.S. components and sub-assemblies exported to Chinese arms manufactures for final assemble.

As stated above, On October 13, 2004, a refitted Han class Chinese nuclear submarine, armed possibility with nuclear head cruise missiles, sailed well westward of the forward U.S. nuclear submariner and air force military fortress on the island of Guam. The Han followed the July 2004 launch of the first Chinese 094 nuclear ICBM submariner able to reach every city in North America and Western Europe. Reportedly, a first there were problems tracking the submarine movements. This marks a major secondary weakness in the ABM system. The concern in Washington was so great; a map showing the Han mission was leaked to the press. The number talked about most are 75-100 land –based ICBM’s. Nothing is being said about a sea-based number, but 32 missiles appear to be negotiable with the U.S. There are growing concerns that if China believes that a missile defense system gives the U.S. a large military advantage China may escalation to the point of a preemptively 1967 Israeli like attack on Taiwan before the missile defense system is in place. If China feel significantly threatened, China may move to a “limited nuclear deterrence strategic doctrine, much like Israeli, in which its missile deterrence would give China options to respond to any kind of attack.

The hard facts
What is known today, is that one 094 submarine is in the water and two more are almost ready to be pushed in the water. And three to six more are in the pipeline. The scenario simulations are endless, but the calculus at ground zero is the same. The bottom line is every 094-missile submarine launched can hit 64 multiple warheads (MIRVs) more targets in North America or Europe. This reduces the effectiveness of the planned ABM system. There is a window of opportunity of three to four years in which the Chinese are trying to build massive numbers submarines. As stated above, the scenario simulations are endless. The U.S. led ABM systems is under construction and will to be completed in 2008.

The saturation point is a secret, but will have to change based on Chinese ICBM deployments.

The ABM system has system integration gaps and the U.S. led political alliance appears to be weak and leaking, particularly in central Asia.

Targeted future ABM countries like the Ukraine are still allowing China to buy submarines and missiles.

The ABM alliance needs political dollars, to buy time for the ABM construction. The downsized 7th fleet alone cannot hope to contain the 094 programs or Chinese submarine threat. As stated above, the European participation is a determinable factor in the rapid development Chinese submarine program and also the ABM system. The U.S. is pushing Taiwan freedom as a political diversion from the far more important Chinese deployment of 094 nuclear missile submarines. Beyond psychological warfare on the American people, the 094 missile submarines have nothing to do with Taiwan.

Before Secretary Powell left office, there was a lot of public aired debate about allowing (giving) Japan and South Korea the nuclear option, in one scenario, independent of the U.S. The other scenario logic was cost-based, using the NATO model. These options are only effective for near-term Chinese containment and do not address the central issue of the ABM system. The first three 094 submarine allow ICBM launches near China directed at the U.S. homeland. The second three 094 submarines allow station launches east of Pearl Harbor would not be effected by ABM system. The third group of 094 allows for station launches in the Atlantic Ocean reaching into east central Europe and Russia. Chinese forward submarine stations in Iran, Sudan, Cuba and Venezuela would become the Chinese equivalent to the U.S. base Guam. It’s a hard political sale, but President Bush may be forced to do a thing for a thing with Venezuela or Cuba exchange for oil rich Iran. China projection of naval power in the Indian and Atlantic Oceans will render the multi billion dollar ABM affords useless.

Massive show of impotence
NATO and the U.S. made a massive show of naval force off the coastline of China, reportedly to warn Beijing against using force toward Taiwan, flowing the July 2004 launch of the first Chinese submariner able to reach every city in North America and Western Europe. In fact the show of naval force was really to minimize the political shock wavers caused by the launch of the new Chinese 094 ICBM nuclear submariner in Asia. Then Secretary of State Powell was very clear to the Taiwan government that the U.S. remains committed to the one China policy. But, Taiwan should try to break away from China. The seven U.S. aircraft carrier strike groups, or CSG’s was brought to intimidate the 400 million people of the eastern industrial heartland cities of China. This act of aggression was the U.S. 'Hunt for Red October’ simulated war games against the 094 ICBM submarine and its ASCM (submariner launched cruise missile) support submarine force. This was the first time in U.S. naval history that seven of the navy’s 12 CSGs were sent to the coast of one nation. A secondary aspect of the war games was to try and shore up the weak Asia ABM alliance.

ICBM Survivability
More ominous is the fact that the missile submariner (type 094) is already launched and in sea trails. The 094 program has been reportedly overhauled with French and German assistance, and is designed to rapidly build a functional SSBN submariner force five to six stealth boats. This is the most critical aspect of the new Chinese submarine threat, because they will be undetectable to U.S. navy. The multiple deployments of 094 boats will necessitate massive deployment of submarine led anti-submarine hurter wolf packs to monitor the 094 threat.

Given the size of the Pacific Ocean and its mountain ranges, this will not be an easy task.

This will force the U.S. navy to redeployment major Atlantic Ocean assets to this defection and tacking task. The sea-based ICBM gives China a better survivability option, against an U.S. first strike.

The other ASCM and non-nuclear submariners coming on line will surround and protect this SSBN core. This nuclear submarine shell game of finding the 094 ICBM missile submarines is the nightmare scenario the U.S. and Japan are working against.

The speed of the deployment is throwing the Asian ABM afford off balance. The ASCM nuclear threat is a coercive instrument used to intimidate, the SSBN is strategic terror.
