The danger of one more lie: Congressional report "A failure of initiative"

According to the finding in the latest congressional report on Katrina Preparation and Response “A FAILURE OF INITIATIVE” should disturb all Americans”.

The final report appear on the surface to be critical of the Bush administration, it is in point of fact of a carefully crafted White House attempt to minimized and hide its failure to immediately come to the aide and assistance of three hundred thousand mostly Black New Orleanains in the aftermath of Katrina on August 29, 2006.

Americans should be very disturbed at this late date six months after Katrina; that Rep. Tom Davis and his writers would still feel politically comfortable enough to once again betrayal the trust of the American people by openly lying and omitting critical important details of the Katrina story to try to save the Bush White House at the expense of truth.

While the Congressional report appears to refute the Bush administration that the devastation of Katrina could not have been foreseen, the report replaces the Oval Office notion with a new Oval Office story cover story of stunning degree of shared government ineptitude.

In order to make the new Oval Office ineptitude cover story work; the committee report writers omit what is already public knowledge.

That is, that the Oval Office knew from advanced military GSP satellites and US troops on the ground that the 17th Street levee had collapsed and a football field wide opening was inundating and spreading massive death in the city of New Orleans. Public knowledge of the event would have forced the Oval Office to send in the federal troops. This critical information was hidden form the uninformed public and other federal agencies for over a week. The Oval Office also, hide the fact the Louisiana National Guard command center in New Orleans and most city busses were inundated and not able to be used in evacuation efforts underway.

The Bush administration knew that only a massive federal helicopter-based rescue to save the hundred of thousands of stranded Black New Orleanians.

There was not governmental ineptitude; this was a ruthless illegal political wrong call by the Bush administration enforced by the US military and other federal agencies against the American population of the New Orleans region and the state of Louisiana.

The report does not call for the President or his men to be held accountable for standing by for a week and refusing the states request for help while American citizens needlessly were stranded and dying.

Problem of the missing key characters
The US military forward positioned units “defense coordinating officers” were on the ground for a week before Katrina hit New Orleans. A key of the US military forward positioning of physical and humans infrastructure was the deployment of US military GPS satellites over New Orleans region.

These powerful satellites could track an object a small a Tiger Wood’s golf ball in flight. The GSP satellite gave the US military real-time live video of a 300 mile wide target area and everything inside the target zone. These GSP satellite analysis are process at US Space Command and then passed via the US military to Vice President and President and is recorded in the daily intelligence report.

Intelligence reports. The 17th levee breach was first observed by US military GSP satellite stationed over New Orleans as the rupture was in process. Because of the digital format of the satellite the 17th Street breach was study in detail from the start. One of the first Oval Office handers who reviewed the satellite intelligence from New Olreans was chief of staff to the Vice President, Mr. Lewis Libby.

This illegal deployment was reported in both the Wall Street Journal (WSJ) and BBC.

These US military forces had illegally replaced the first responder function of Michael Brown and FEMA field force.

Some of these illegal forward on the ground preposition US military forces were reported in the WSJ running away from the floodwater in New Orleans outside.

All federal forces, outside the Coastal Guard in the Gulf of Mexico, reported directly via a tight chain of command to the NORTH Command to the Pentagon to the Defense Secretary Donald Rumsfeld to Vice President Cheney and if necessary the President. The report does not address why FEMA nor Homeland security staff was not allowed access to the US military satellite real time video feed and intelligence reports passed from US Space Command to the President and Vice President when the 17th Street levee first ruptured and started inundating the northern Black ghettos of the city around 1:00 PM, only hours after the storm left the region.

FEMA was nowhere in the real Oval Office chain of command.

Rather than place the full blame on the Oval Office for failing to immediately move on the GPS intelligence of the initial rupture and deploying federal forces in the region, under Louisiana National Guard command and control to help save tens of thousand Black New Orleanains and fight the spread of flooding, the Congressional report try to hide the white failure. This is done by spreading the blame all levels of government for the Oval Office failure to spend in the massive federal military.

Growing pools of open source evidence points to a secrete military chain of command. According to the Washington Post, September 6,2005:The Bush Administration tried to Blackmail Louisiana Governor into handing New Orleans over to the feds. A lot of people are wondering why troops arrived so late, why supplies were delayed, why rescuers were blocked, and why FEMA actively sabotaged the rescue effort. The answer is that the Bush Administration essentially delivered an ultimatum to Louisiana Governor Kathleen Blanco: before they released the emergency supplies, they wanted her to sign the city of New Orleans over to the Federal government.

Why would President Bush put he place in American Presidential history at such risk, given the nightmares in Cuba, Iraq and Africa?

A potential trillion dollar personal claim against the New York based oil multinationals was a real concern given the high profile nature of Katrina. The aggressive initial reporting by the major left little room for the type of cover up the oil companies would need to contain their legal exposure. Oil companies own studies suggested that a direct hit by a Katrina like storm on their antiquated refineries infrastructure in the Gulf. Such a strike on the 20-year-old infrastructure would put the oil companies at serious financial risk. ExxonMobil declared 25 billion of profits for 2004 and 2005 would be even better. The Oval Office and the US military were the only effectively way for the New York city-based oil industry had to effectively manage this horrific legal and public relations crisis. The US military had demonstrated the strategic value of total information control and management in Iraqi.

Goebbels 101
Goebbels propagandist writer 101 says, the propagandist writer should tell the big lie they can, as often as they can to as many victims as they can, in as many medians as you can.

Goebbels says 95 percent of the population will come to believe the lie as truth. He said you kill as many of the remaining 5 percent. Goebbels method and example was based on his study of the earth being flat propagandist line of the Catholic and the Inquisition kept the people of Western Europe thinking that way for centuries by using state terrorism and faith.

According to the finding of the Tom Davis special report written by Republican controlled House of Representatives writers all levels of Government, New Orleans city, the state of Louisiana and the federal government were indifferent toward the hundred of thousand of African Americans stranded, dying and otherwise left vulnerable by Hurricane Katrina, the inquiry concludes.

According to the Davis report, “all three levels” of government should share the blame for the failure to effectively respond to the disaster equally. The finding fault the three levels of government for not quickly moving to protect the at risk of flood and dead Black people—even when faced with warnings days ahead of the storm last August 29, 2005.

Passivity (not a Oval Office plan) did the most damage,” concluded the 520 page final report chaired by Rep. Tom Davis, R-Val., charged with investigating the sluggish response to Katrina.

The Tom Davis report is the first of a series of Republican-dominated congressional white washing inquiries nearing completion. The report is designed to test the current political waters in American about the Bush administration cover up of Katrina, and will set the tone for the other Republican reports that will follow.

The Tom Davis report is the next layer in a carefully crafted Republican attempt to try and cover up the central role of the Oval Office ordered stranded for over a week of critical federal aid to stranded, mostly Black citizens of New Orleans. The attempts to hide the criminal behavior of the Oval Office in the Katrina affair.

In a propagandist move that even the ruthless Joseph Goebbels, the official propagandist of the Nazi Germany would find hard to believe, the Republican –controlled Congressional committee Tom Davis report, just released is a carefully written propagandist reconstruction of the misconduct of the federal in Katrina. The report purposefully hides the fact that the Oval Office and the Department of Defense knew from powerful military satellite stationed above New Orleans, the minute the levees broke and flooded the city.

The President and senior leaders of the country knowing stranding left hundred of thousand of Black New Orleanains for a week to take military control of the Katrina crisis. The critical information about the 17th Street levee was knowing suppressed by the US Space Commander satellites operators and intelligence gathering teams and the Oval Office for the over 12 hours during the night of the first day.

The new FEMA cover story is that a FEMA field staff member was forced to catch a ride on a Coast Guard helicopter and shot a cheap camera picture of the 17th Street levee breach and email or fax the pictures to Washington to inform higher up of the breach. This new cover aggressively reported recently in the New York Times, never challenges the existence and using of US military satellites and why FEMA staff is reduce to WWII means of gathering critical active intelligence that should have been shared by the Oval Office and US military operatives on the ground in New Orleans.

The Davis report de facto reinvents the discredited former director of FEMA as the whistler blower to support one last beat down of the FEMA agency. This is being done so the American public will not look at the US military chain of command and US Space Command’s role in Katrina during the critical first hours when the levee broke.

In the case of Katrina, the White House around the theme that “all levels” of government were equally at fault, not just the White House, is framing the Goebbels lie.

The massive and growing facts about Katrina do not support this Goebbels theme of share responsibility. But the Dave report continues to layer the new Oval Office cover story of shared governmental ineptitude.

Admiral Keating major Wall Street Journal (WSJ) interview was blackout of the Davis report. A series of WSJ articles reported eyewitness accounts of US Army Rangers running in New Orleans before as the downtown area is being inundated was not covered in the public sections of the congressional report.

Defense Secretary Donald Rumsfeld directed five days before Katrina, that Admiral Keating to finalize the massive deployment of NORTH Command forces to deal with Katrina and its aftermath.

Assistant Secretary of Defense Paul McHale told the WSJ in early September that Prepostioning of pre-Katrina assets in the Gulf of Mexico was the largest in US military history.

The Davis’ report completely covers up the lead role-played by Vice President Cheney, Sec of Defense Rumsfeld and the US military chain of command, in the illegal deployment of US military forces in the New Orleans region ahead of Katrina. The multi billion US Space Command GPS communication satellites network that tracked and followed Katrina every second in real-time from the West Africa, across the North Atlantic, across the Gulf of Mexico to the city of New Orleans.

The content of the Tom Davis report is in the tradition of H.G. Wells’ “The Open Conspiracy” and is very dangerous for the survival of the hundred thousands of internally displaced people of New Orleans being forced on a death march with no means to support their families.

The White House and Congress have rejected out of hand, public calls for a 9/11 type independent commission to study and made recommendations about Katrina. The White House fear that once the US military role is revealed to the American public, many lower level officers, not part of the Oval Office stand-down will break ranks and tell the truth. The lower ranks of the US military are the most racially integrated institution in American society.

By electing to willfully beat up FEMA and former director Michael Brown one more, the special report by Davis missed the opportunity to interview the brains behind the most powerful Vice President in US history, indicated scapegoat chief of staff Lewis “Scooter” Libby.

Mr. Lewis has private codified and hidden detailed hand written notes of the real story of the Oval Office failed attempted to federalize the Louisiana National Guard that will reveal the truth, currently hidden from the American public. The Davis led congressional committee willfully omitted the Libby insiders insight from the final report.

USS Bataan, Tom Davis report missed the spooks
The Tom Davis Congressional report hides the fact that the USS Bataan, like 40,000 other US military lock and loaded forces and had been forced to illegally followed orders from the Oval Office to do nothing while American citizen were stranded and dying in front of their eyes.

The Davis Congressional analysis of the failure of the USS Bataan to deploy her helicopters, hospital beds, food the first day of the storm hides the fact that the ship captain was instructed by the Oval Office to stand-down for a week off the city of New Orleans waters until the Louisiana Governor agreed to federalization of the state National Guard.

The crew of the USS Bataan and 21 other fully loaded US Naval rescue ships were force watched helplessly as thousands of their followed American suffered for a week. The Congressional reports to direct examine this ruthless Oval Office policy. The Congressional report hides the consequence of the Bush attempted to federalize the Louisiana National Guard as a “tragic oversight” of FEMA’s direct Michael Brown.

The Tom Davis Congressional report gives the American public the false impression that the US navy chain of command ran throughout FEMA to Homeland Security to the Oval Office. This false impression leads to the conclusion of FEMA and former director Michael Brown playing a critical in the rescue phase. The actual facts tell a totally different story. The USS Bataan reported directly via Naval command to the NORTH Commander Admiral Keating to the Pentagon to the Defense Secretary Donald Rumsfeld to Vice President Cheney and if necessary the President.

FEMA is nowhere in the U.S. MILITARY chain of command.

The above case of the USS Batanna was one of hundred of cases were the Oval office not the state of Louisiana or the city of New Orleans, framed the events for all others levels of government.
Scooter a real spook
But Chief of staff Lewis “Scooter” Libby, not Michael Brown, was in the real chain of command controlling the events in New Orleans. He also was the critical link between Vice President Chaney and the on going federalization struggle between Bush and Governor. Kathleen Blanco before during and after Katrina hit and inundated New Orleans.

Despite President Bush’s accepting responsibility for the federal government shortfalls, the White House has refused all request by the Tom Davis special committee and other Congressional investigators to review the Oval Office and US military communication between the Presidents, Vice President, Sectaries of Defenses, Homeland Security, Human Service, NS, NSC, FBI, CIA and the Governor of Louisiana.

The critical communication between US Space Command, Admiral Keating, commander of the North Command and federal forces and the Oval Office are missing from public records. Vice President Cheney’s indicted chief of staff Lewis “Scooter” Libby who is fighting for his life and is willing to tell all to the Congress, has been stonewalls and kept from Congressional review by the Oval Office.

The fact of the matter in terms of Katrina is that only the President had the means to save New Orleans. With a force of just 1,000 military helicopters, the whole region could be evacuated in three day or 72 hours. There were 40,000 federal highly trained forces that have followed the storm across the Gulf, ready to orderly evacuate the whole region, not just New Orleans city citizens.

These locked and loaded federal forces were ordered by the Oval Office to stand-down and allow ten of thousand of Blacks, most children dead on national TV for over a week.

Over the last five months, the Republican –controlled Congress has struggle to designed a political way to reconstruct events that would shield Vice President Cheney and Defense sec Rumfild critical roles from the publics eye. The Congressional writers have been very selective in what that purports to view as the critical issues about the hurricane Katrina tragedy.

The Republican controlled Congress’s attempts to protect the President have distorted the way the committee has reconstruction of the events just before Katrina comes ashore. The Davis’s report runs into immediately problem for the reader, because of the omission by the Congressional writers of the of the struggle between the oil companies, Oval Office and the Governor of Louisiana Office over federalization of the Louisiana National Guard widely known.

The Oval Office took over of New Orleans cost critical time and lives
The federalization struggle between the Oval Office and the state of Louisiana was in its second day as Katrina made her final approach toward New Orleans. After coming ashore and flooded parts of New Orleans, the President, Vice President and Sec of Defense knowing refused to provide federal help the state of Louisiana. They used the New Orleans crisis as a political opportunity to force the issue to make the State of Louisianan agreed to turn over control of the state National Guard to the Oval Office. The Republican –controlled draft reports gave the American public no apparent reason why the President hesitated ordering federal troops and naval forces to come to the aide of the city New Orleans and her people.

Its now public knowledge that there was a political struggle in process between the Oval Office and the state of Louisiana over the federal take over of New Orleans.

The fact of the matter is the Oval Office ordered and enforced a tight stand-down of federal assistance to New Orleans for a full week to pressure the Governor to give over control of the National Guard to ensure oil interests in New Orleans would protected.

The Congressional writers refuses to let the American public know there is a Mexican standoff between the state and the Oval office stopping the normal cooperation between the two levels of government. The report writer’s fears opening up the discussion of why, because any questions will leave to the oil companies and the Vice President Chief of staff.

The Congressional report lead the reader to the conclusion that it must be multi level disfunctionality, not a Oval Office stand down, that cause the federal troops to stand down. After all, New Orleans is an African American city in the richest region of the state of Louisiana.

What’s most disturbing about the Congressional draft report is the fact that report still maintains the totally discredited former FEMA director Michael Brown event time line for the rupture of the 17th Street levee.

The Congressional Dave report does not even reference the critical importance “federalization of Louisiana National Guard” is the Oval office refusal to deploy federal forces for a week. The report omits discussion of the central role-played by the US military and the Vice President and his serious staff in the enforcement of the federal stand-down while Americans were stranded on roofs in New Orleans.

The Tom Davis Congressional report blames all level of government and former FEMA director for the hesitation to avoid critical review of the federalization issue and the failure of the NorthCommand to deploy federal forces as soon as the levee rupture.

The Congressional Davis report details the administrative hesitation, but never really answers the critical question of why. Louisiana attempts to seek aid from other states are blocked in Washington by the US military.

But since the reader is unaware of the political standoff and the Oval Office ordered standown of federal, the notion of hesitation seems reasonable.

The report writers as the only logic answer for the slow response offer de facto white racism.

The story line then moves into a front attack of FEMA director Michael Brown for his lack of action. Against the reader is not informed that FEMA and other federal agencies have been ordered to stand-down until the Governor agrees to federalization of her forces.

Nor is the reader informed to the degree of prepositioned of critical assets has taken place before the storm. The reader is not informed that the US military has 2,500 helicopters in the lower 48 states and over 500 helicopter hours from New Orleans, able to transport hundred of thousands of victims. Nor is the reader informed by Congressional writers, that the FEMA first responders function ruthlessly attacks By Congress for not performed, has been secretly move to the US military.

The local landing zones for federal forces and aid were already operational a week before the storm and manned by US military troopers.

NORTHCOM takes over of FEMA
None of the Congressional white wash analysis’s to date has not yet revealed the NORTHCOM take over of the FEMA first responder’s role. Admiral Keating revealed in his Wall Street interview the forward prepositionning of NORTHCOM in a press briefing on September 9, 2005.

These illegal US military units by passed both FEMA and Homeland Security command and control structure and reported directly to Admiral Keating command, via the Department of Defense to the Oval Office. This was an open and dangerous violation of the Posse Committals Act.

These advanced forward US Space Command units on the ground in the city of New Orleans, had uplinked to the powerful US military GPS communication grid. They were feeding the Oval office with minute-to-minute situational intelligence before, during and after Katrina and the flooding of the 17th levee. President Bush, Vice President Cheney and Secretary of Defense, North Command Admiral Keating, Oval Office via US Space Command uplink knew far more than either the mayor or governor of Louisiana about the actual and developing situation on ground.

The first responder function the Davis Congressional report ruthlessly attacks Mr. Brown for not performing, has been secretly move by the Oval Office to the US military, North Command under Admiral Keating. The local landing zones for federal forces and aid were already operational a week before the storm, manned by US Special Forcers teams and US Space Command units.

The super powerful US military communication platform and federal troops would be offered in negotiations with the Governor of Louisiana. By threatening to refuse to allow use of the US military communication network, the Bush hoped to add pressure on the Governor to federalize her forces. The Oval refused to provide federal military communication support until the various states, Louisiana, Alabama and Mississippi agreed to sign on to federalization of their National Guard forces under direct US military command.

This political power move by the White House appears to have been triggered by massive negative network reporting of hundred of massive oil links in the New Orleans region. Based on a last minute Bush administration and NORTHCOM change of the federal component of FEMA 2005 master for immediate federal hurricane aid. The FEMA 2005 master plan called for the US military to come under the command and control of the various states National Guard general staff and field commanders.

The secret Oval Office plan called for rather than working with the National Guard fight the storm head on; the federal forces would get out of the way of Katrina (i.e. wait until the local communication grid and forces were degraded) and then deploy US military forces right after the storm passed and Louisiana agreed to federalization. US naval ships, US Air Forces plans, US Space Command satellites followed Katrina all the way across the Gulf of Mexico. New Orleans was the end of a historic deployment, not the start of one.

The secret Oval Office plan necessitated the illegally forward positioning of communication units and Special Forces; in order for US Space Command to show case its power unified command and control capability to coordination and integration of all the major branch of the military.
