Chief of staff Lewis “Scooter” Libby, not Michael Brown, was in the real spook orchestrating the events in New Orleans for Vice President Cheney.
Before the dark forces gathering around Mr. Libby consume him, Black American people should demand a legal plea bargain for his freedom and his family protection in exchange for him explaining first on at a national town meeting in the lower Ninth Ward of New Orleans and then in court and congress what really happened in New Orleans.
Mr. Libby knows the answer to the question that haunt the country today.
Why would President Bush put he place in American Presidential history at such risk, given the nightmares in Cuba, Iraq and Africa?
Mr. Libby known the circumstances of the call Vice President Cheney received from New York oil lobby asking for military help with the emerging crisis in New Orleans and the potential of the trillion dollar personal claims against the oil companies
A potential trillion dollar personal claim against the New York based oil multinationals was a real concern given the high profile nature of Katrina. The aggressive initial reporting by the major left little room for the type of cover up the oil companies would need to contain their legal exposure.
Oil Company’s own studies suggested that a direct hit by a Katrina like storm on their antiquated refineries infrastructure in the Gulf. Such a strike on the 20-year-old infrastructure would put the oil companies at serious financial risk. ExxonMobil declared 25 billion of profits for 2004 and 2005 would be even better 36 billion.
The Oval Office and the US military were the only effectively way for the New York city-based oil industry had to effectively manage this horrific legal and public relations crisis. The US military had demonstrated the strategic value of total information control and management in Iraqi.
The critical communication between US Space Command, Admiral Keating, commander of the North Command and federal forces and the Oval Office are missing from public records. Vice President Cheney’s indicted chief of staff Lewis “Scooter” Libby who is fighting for his political life and personal freedom is willing to tell all to the Congress, has been stonewalls and kept from Congressional review by the Oval Office to protect the President and Vice President last line of cover up, i.e. executive orders of the president and National Security.

He also was the critical human link between Vice President Chaney and the on going federalization struggle between Bush and Governor Kathleen Blanco of Louisiana before during and after Katrina hit and inundated New Orleans. Mr. Libby knows all the codes and locations of the hidden e-mails, military communications and documents necessary for Congress and the America people to get a very idea of the line of responsibly during the early phase of the Katrina tragedy.
He freedom and pension would be worth the cost of Mr. Libby turning states witness so American could get to the bottom of Katrina. The unnecessary dead, homeless and mental challenge and destitution of many New Orleanains people demand that Mr. Libby be a real American patriot, if for no other reson than American children.
Mr. Libby was one of the first Oval Office staffers to review and brief Vice President Cheney on the 17th Street rupture and spreading flood in New Orleans. Mr. Libby also handled the initial contracts developed and signed in Washington, DC before Katrina comes ashore in New Orleans. Libby was a core member of the Oval Office teams that track Katrina from West Africa across the Northern Atlantic to Florida and then across the Gulf of Mexico to New Orleans.
Libby organized and ran most of the videoconferences during early Katrina as the White House leader hide in cities and on farms outside of Washington.
Central to the Oval Office New Orleans plan was the creation and maintains of a German army style tight top-down control over all-federal agencies and military forces deployed to the New Orleans region before Katrina came ashore. The template for the federal New Orleans operations had been created during the last storm of 2004 and early 2005 working with the state of Florida. At the center of this federal organizational nightmare was the Vice President chief of staff Lewis “Scooter” Libby.
The Vice President office was the de facto clearinghouse for all federal operations planned before, during and after in the Gulf region. The Oval Office stand-down order was designed and performed out of Libby office. The enforcers reported to him.
Despite President Bush’s accepting responsibility for the federal government shortfalls, the White House has refused all request by the Tom Davis special committee and other Congressional investigators to review the Oval Office and US military communication between the offices of Presidents, Vice President, Sectaries of Defenses, Homeland Security, Human Service, NS, NSC, FBI, CIA and the Governor of Louisiana.
The fact of the matter in terms of Katrina is that only the President had the means to save New Orleans. With a force of just 1,000 military helicopters, the whole region could be evacuated in three day or 72 hours. There were 40,000 federal highly trained forces that had followed the storm across the Gulf, ready to orderly evacuate the whole region, not just New Orleans city citizens in need be.
These locked and loaded federal forces were ordered by the Oval Office to stand-down and allow ten of thousand of Blacks, most children dead on national TV for over a week. (See Nubianobserver “On Evil”). The stand-down was enforced from Vice President’s Cheney Office by Lewis Libby and the core Cheney staffers. Libby personally worked on the drafting of the federalization memorandum to the Governor of Louisiana.
Contrary to official media reports and Congressional misinformation and lies there was no confusion in the Oval Office, NSC or the Joint Chiefs of staff about the militarization of FEMA role or the strategic importance of taking control of the Louisiana State National Guard as a precondition for controlling the storm recovery and awarding of politically based post-Katrina reconstruction contracts already signed in Washington before the storm hit New Orleans.
In point of fact the US military deployment to New Orleans when the Oval Office finally ordered it into action functioned better in New Orleans, than it did in Houston, three weeks later. Over 150,000 peoeple were moved in the first two days.
Defense Secretary Donald Rumsfeld directed five days before Katrina, that Admiral Keating to finalize the massive deployment of NORTH Command forces to deal with Katrina and its aftermath. Assistant Secretary of Defense Paul McHale told the WSJ in early September that Prepostioning of pre-Katrina assets in the Gulf of Mexico was the largest in US military history.
If it were not for the political struggle with the Governor of Louisiana, the massive and well-trained federal forces under the command of Admiral Keating, could have evacuated 250,000 people per day or the hold region in three days using 1,000 US military helicopters (see Nubian Observer “Helicopter Evacuation Model”).
The groundwork is now being laid in Washington federal courts for the possible legal escape of the Oval Office spooks responsible for the mass murder in New Orleans. The US Justice Department and federal courts are setting the ground rules to access the critical evidence necessary to being charges against the President, Vice President and the Oval Office murders. The Libby CIA case is the test legal ballroom to limit public access to Oval Office communications during New Orleans.
According to Senate Democratic leader Harry Reid, President Bush and Vice President Cheney reportedly laughed at the indictment of I. Lewis "Scooter" Libby top aide of Vice President Cheney. According to the editorial letters in the New York Times, Patrick J. Fitzgerald, the special prosecutor, told us that the cover-up amounted to throwing sand in the umpire’s eyes. We don’t know whether there was a “crime to begin with”.
The US Justice Department political ruse is designed to give the general public the perception of justice being served when in point of fact its plea-bargaining away truth and the charge of high treason. The Justice Department political ruse is creating the legal frame to allow the Oval Office to conceal from Jury investigation critical senior White House communications surrounding the failed takeover of New Orleans, under the cover of national security issues. Judge Reggie B. Walton of the Federal District Court will rule on the ground rules for review of critical National Security files and e-mail communications. The implications of Judge Walton ruling will go far beyond the Libby case.
Mr. Jeffress who won a case for former President Richard M. Nixon on public access to the Watergate taps is on the defense team as one of the lead counsels with other oil industry hired guns. Today e-mail are Bush’s Oval Office e-mails are the Nixon’s taps. The institution Bush is trying to shape for his defense may lead to his downfall.
Many leaders in Washington are calling for Mr. Libby and other top Bush staffers i.e. Cards and Rover to plea bargain lesser chargers and resign like Michele Brown before New Orleans turns into a ground swell. Many others Washington spooks inside and outside the Oval Office.
In exchange for Mr. Brown’s silence in his congressional testimony, about the illegal militarization of FEMA function Mr. Michele Brown the former FEMA is been given so far legal protection by the Bush Administration from any real criminal charges until they leave office in 2009 if the Republican lose the Oval Office. A Brown show trial may be political necessary to take pressure of the Oval Office spooks.
The Oval Office is trying to use the George Tenet fall guy methodology for controlled of critical information for the next phase in the Bush/Cheney political cover-up of their criminal activities in New Orleans. Cards, Libby and Rove and longtime Cheney aides David Addington and John Hannah were the key insiders’ players in the Bush/Cheney criminal attempt to federalized Louisiana State National Guard forces during the flooding of New Orleans. They kept the stand down ordered in force over Admiral Keating and his locked and loaded forces for over four days before, during and after Katrina stormed came ashore in the Northern Gulf.
Many of these Oval Office spooks directly responsible for masterminding the federalization plan, are now looking for a political cover like the CIA leak to justified leaving the Bush Administration before the criminal indictments come down for the abuse of power and state terrorism in New Orleans.
The critical role-played by the Joint Chiefs of Staff and US Space in the attempted to take over of the Louisiana National Guard in the early phase before the storm came ashore in Mississippi is slowly building into a political ground swell within the General Powell networks inside the military.
Former Secretary of State C.Powell’s chief of staff attacks on the “Oval Office Cabal” and the Senate closed session over intelligence Bush used to justified the war are part of a growing grass root movement building around New Orleans the German storm trooper role the US military was unwillingly forced to play by the Oval Office Cabal.
One of the central players in the cabal was Lewis Libby. In order to protect himself from becoming Cheney fall guy, Mr. Libby over the years systemically codified a critical mass of classified evidence to defend himself with in court. Mr. Libby was the primary link between President staff and the Presidents staff, also the go between for the Sec. Of Defense and the North Commander Admiral Keating.
The US Space Command was one of the Vice President’s special projects that received billions of other military branches funding.
Access to the powerful US military satellite communication network was a critical key to taking control of the Louisiana State National Guard and New Orleans relief efforts. Critical elements of the Louisiana National Guard ground uplink infrastructure (staff and phones) were being used in Iraq seriously restricting the states ability to deploy and coordinate seriously reduced its forces. Lack the use of the military space-based communication platform, National Guard mobility and effectiveness was seriously degraded
Mr. Libby knows the political economy of the whole Michele D. Brown affair. Libby knows what Brown knew, when he knew and more importantly of what little value it was to the Oval Office, who had already replaced his function with the military. Brown stated to a open session Congressional committee on Tuesday 9/27/05, that he had warned the White House of impending disaster (New Orleans flooding) several days before the storm (Katrina) struck. Mr. Brown also said that he had warned Andrew H. Card Jr., President Bush’s chief of staff, at least three days before the hurricane hit New Orleans on Aug.28. Mr. Brown and Congress have been very careful not to ask about his role in the federalization talks between the Oval Office and the Governor of Louisiana.
Mr. Libby to date has not yet revealed the NORTHCOM take over of the FEMA first responder’s role.
Admiral Keating revealed the forward prepostioning of NORTHCOM in a press briefing on September 9, 2005. These illegal US military units by passed both FEMA and Homeland Security command and control and reported directly to Admiral Keating command and the Oval Office. This was an open and dangerous violation of the Posse Comitatus Act.
Responding directly to Mr. Brown’s congressional statements, Scott McClellan, the White House spokesman, issued a statement Tuesday night that said, in part; “Yes, we were very focused on it (Katrina). We were acting ahead of the storm because we recognized it was an extremely dangerous hurricane.”
Acting ahead of the storm, NORTHCOM and US Space Command had illegally propositioned US military personal and a fleet of military satellites to layer the New Orleans region. The US military had also illegally prepositioned Special Forces, reconnaissance and communication units in the Northern Gulf region.
According to the Washington Post, September 6,2005:The Bush Administration tried to Blackmail Louisiana Governor into handing New Orleans over to the feds. A lot of people are wondering why troops arrived so late, why supplies were delayed, why rescuers were blocked, and why FEMA actively sabotaged the rescue effort. The answer is that the Bush Administration essentially delivered an ultimatum to Louisiana Governor Kathleen Blanco: before they released the emergency supplies, they wanted her to sign the city of New Orleans over to the Federal government.
FEMA, Homeland Security, the NORTHCOM, FBI and 20 other federal agencies were under direct orders from the Oval Office under the direction of Vice President Cheney not to provide any assistance to storm victims until Governor Blanco surrendered the National Guard to the Oval Office.
History will record; that Vice President Cheney’s orders were followed to the letter by all federal agencies and the US military NORTHCOM.
What is the real truth being hidden from Black Americans about FEMA and the US military takeover of New Orleans? FEMA’s federal first responder role had illegally already been integration into the NORTHCOM pre Katrina forward deployments. The reason there was only one FEMA official operative in New Orleans the day before Katrina came ashore was because scores of NORTHCOM and US Space units were already illegally operating in the city.
Lack of access to this US military communication platform directly contributed to lose of thousands of American citizens’ lives and over a million homeless and internally displaced American refugees, who happened to be mostly Black.

Oval Office secret military plan
The Bush administration secret military plan was to the artificially created a Black crisis at the Super Dome and Convention Center and then leverage ground zero intelligence of the deepening human crisis to try to deploy federal troops on the ground. The Black people in the Super Dome did not create the necessary pretext. These kinds of staged life and death drama events are very common in oil rich African countries.
This super powerful US military communication platform and federal troops would be offered in negotiations with the Governor of Louisiana. By threatening to refuse to allow use of the US military communication network, the Bush hoped to add pressure on the Governor to federalized her forces. Federal military support would only come after the various states, Texas, Louisiana, Alabama and Mississippi agreed to sign on to federalization of their National Guard forces under direct US military command.
This political power move was triggered by massive negative network reporting of hundred of massive oil links in the New Orleans region. Based on a last minute Bush administration and NORTHCOM change of the federal component of FEMA 2005 master for immediate federal hurricane aid. The FEMA 2005 master plan called for the US military to come under the command and control of the various states National Guard general staff and field commanders.
